STATEMENT OF WORK (SOW) For HAZARDOUS WASTE STORAGE CANOPY INSTALLATION PROJECT INFORMATION PROJECT TITLE: VHACHA Charleston Hazardous Waste Storage PROJECT LOCATION: Ralph H Johnson VA Medical Center, Charleston, SC PROJECT NUMBER: 534-17-901 FISCAL YEAR: 2017 PM/COR: Koffi C. Koglo CODE: Engineering Service, (138) Office: G206J PHONE NO: (843) 577-5011 Ext. 5925 (336) 987-2864 EMAIL: Koffi.koglo@va.gov 1.0 BACKGROUND AND PURPOSE The Green Environmental Management System (GEMS) Program Office at the Charleston VA Medical Center has a requirement to replace the Hazardous Waste Storage area covering with a canopy to meet the hazardous waste regulations. The existing Hazardous Waste Storage area is open to the elements. Currently the secondary storage containers are covered by a metal roof; however this has begun to leak. This could allow rainwater to get on top of wastes drums and fill the drum s secondary containment. The GEMS program office is seeking a contractor to perform the essential tasks described in this Statement of Work (SOW) to install a canopy to meet these requirements. This hazardous waste storage canopy will allow for more secure storage of hazardous waste, and keep rainwater out of secondary containment units, which will better ensure compliance with hazardous waste regulations. The new canopy shall be designed, fabricated, and installed to provide reliability, cost effective, and up-to-date materials to meet the current and forecast future demand of this facility. 2.0 WORK SCOPE This section of the statement of work specifies materials, demolition and installation required for the construction of the canopy systems which includes roof panel systems and the metal frames or support. The roof panel systems shall be installed on metal frames. The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work, except as may otherwise be specified by the COR. The C&A requirements do not apply and the Security Accreditation Package is not required. The work shall include the following: 2.1. Site Visits 2.1.1. Attend a pre-construction meeting at Ralph H. Johnson VA Medical Center with the COR prior to the construction to discuss/review the scope of work and performance criteria related to the scope of work including a site visit. 2.1.2. Prior to installation, the contractor shall arrange or coordinate a visit of the work site with the COR to inspect the work area, note the existing conditions of the area, and discuss work issues and specific arrangement with the COR. 2.2. Removal of Current Leaking Metal Structure 2.2.1. The project includes the removal and disposal, by the Contractor, of the existing roof and structure and any unnecessary components such as tree branches as directed by the project COR. 2.2.2. Materials and equipment accruing from removal of the existing canopy, or parts thereof, shall be disposed of as follows: 2.2.2.1. Reserved items which are to remain property of the Government are identified by attached tags or noted on drawings or in specifications as items to be stored. Items that remain property of the Government shall be removed or dislodged from present locations in such a manner as to prevent damage which would be detrimental to re-installation and reuse. Store such items where directed by COR. 2.2.2.2. Items not reserved shall become property of the Contractor and be removed by Contractor from Ralph H Johnson VAMC. 2.2.2.3. Contractor to place recyclable metal items in the metal dumpster. Items must be cleaned of all deleterious non-recyclable items such as plastic, insulation, etc. before being placed in the dumpster. 2.2.3. The existing waste material shall be moved and protected within the construction area by the contractor to facilitate work and increase safety. This waste material shall be removed from the area by the contractor if work involves welding or anything that can generate fire. 2.3. New Roof Canopy Installation Requirements 2.3.1. New roof size shall be approximately 27 x 26.6 (Approximately 718 square feet) canopy with eve height of 14 feet. Sizes recorded or shown on drawings are to be considered minimum. The contractor shall verify all dimensions and site conditions. 2.3.2. Aluminum/Steel roof: 2.3.2.1. The canopy roof shall be made of Aluminum or Steel material. 2.3.2.2. Proposal of either Aluminum or Steel roof material will be acceptable. The contractor is to make a submittal reflecting which canopy they are proposing to install and the design submittal shall show roof and structure design with field measurements. 2.3.2.3. Work shall include design, fabrication, and installation of Aluminum or Steel roof canopy. The roof shall be designed and built to withstand local normal temperature changes as well as all applicable loads including but not limited to live, dead, seismic, snow, rain, and wind loading. 2.3.3. The canopy roof shall be attached to the existing G building, fully cover the area, and run at least 12 inches over the existing wall. 2.3.4. The contractor design shall include and install a gutter system at the bottom edge to drain into gutter. Submittal of proposed gutter system shall be part of the bid. Contractor shall use a splash block where necessary or required by the COR. 2.3.5. The Contractor gutter system shall be designed to divert the water onto either Alpha St. or Bravo St.. 2.3.6. The canopy roof shall be installed to allow 10 inches of height above the highest existing wall and 44 inches above lowest. 2.3.7. Steel frame and support: 2.3.7.1. Provide a steel frame canopy and support system for the roofing panel system that has been designed, produced, fabricated and installed to withstand local normal temperature changes as well as all applicable loads including but not limited to live, dead, seismic, snow, rain, and wind loading. Design work shall show enough frame structure to meet these local weather conditions. 2.3.8. The canopy roof shall be installed in 1:12 slope roof pitch. 2.3.9. The cutting-in counterflashing method shall be used to form metal sheeting secured to walls, curbs, or other surfaces, for use in protecting the top edge of base flashings from exposure to weather. 2.3.10. The entire canopy, including roof, frame, and support shall be painted in Sherwin Williams SW7050 Useful Gray. Refer to the updated specification 09 91 00. 2.4. Restoration 2.4.1. Upon completion of Contract, deliver work complete and undamaged. Existing work (walls, ceilings, partitions, floors, mechanical and electrical work, etc.) disturbed or removed as a result of performing required new work, shall be patched, repaired, reinstalled, or replaced with new work, and refinished and left in as good condition as existed before commencing work. Refer to the updated specifications 09 91 00 and 01 74 19. 2.4.2. All disturbed area of the existing wall shall be painted to match the entire building using Sherwin Williams SW7050 Useful Gray. 2.4.3. A part of the affected walls has Polyurethane foam insulation; therefore contactor shall provide and restore the Polyurethane foam insulation if disturbed. Refer to the updated specifications 07 57 13 and 01 91 00. 2.4.4. Remove, cut, alter, replace, patch and repair existing work as necessary to install new work. Refer to the updated specification 01 00 00. Except as otherwise shown or specified, do not cut, alter or remove any structural work, and do not disturb any ducts, plumbing, steam, gas, or electric work without approval of the COR. Existing work to be altered or extended and that is found to be defective in any way, shall be reported to the COR before it is disturbed. Materials and workmanship used in restoring work shall conform in type and quality to that of original existing construction, except as otherwise shown or specified. 2.4.5. At Contractor's own expense, Contractor shall immediately restore to service and repair any damage caused by Contractor's workmen to existing piping and conduits, wires, cables, etc., of utility services or of fire protection systems and communications systems (including telephone) which are not scheduled for discontinuance or abandonment. 2.5. Training 2.5.1. All employees of general contractor and subcontractor shall have had and provide copies of completion of, at minimum, an OSHA-compliant 10-hour safety course relevant to this work. 2.5.2. The general contractor s superintendent and subcontractor supervisors shall have had and provide copies of completion of, at minimum, an OSHA-compliant 30-hour safety course relevant to this work. 2.5.3. Submit training records of all such employees for approval before the start of work. 2.5.4. Contractor shall submit a fall-protection plan if any work is accomplished on the roof. 2.6. Place of Performance 2.6.1. Place of performance shall be primarily at the Ralph H. Johnson VA Medical Center located at 109 Bee St., Charleston, SC 29401. 2.7. Schedule and Deliverables 2.7.1. The contractor shall, submit a detailed work schedule for the entire project reflecting Contract documents and the phasing/schedule requirements to the COR within five days after contract award. 2.7.2. Performance Period: The contractor shall complete the work required under this SOW within 65 days from award. Contractor work schedule shall show work including design to commence no later than ten consecutive days after contract award unless otherwise directed by the COR. 2.7.2.1. Deliverables Schedule The Contractor shall commence work under this contract promptly, execute the work diligently, and achieve final completion and acceptance of the roof project including final cleanup of the premises within the contract period specified. Milestones: (in consecutive days) Pre-construction Meeting.. Award + 5 days Material Procurement..25 days (From pre-construction meeting) Roof Construction Period of Performance..27 days (From material procurement) Final Cleanup Begins 5 days prior to Completion Contract close-out, documentation.3 days after clean up Total Period of Performance Award to Completion 65 days 2.7.3. Changes to performance completion period must be approved by the Contracting Officer (CO). 2.8. Final Cleanup 2.8.1. Upon completion of project, or as work progresses, remove all construction debris from above ceiling, vertical shafts and utility chases that have been part of the construction. 2.9. Responsibility of the Contractor 2.9.1. Contractor shall conduct a pre-bid visit to the project site to make necessary inspections, measurements, and become familiarized with the requirements prior to submitting a bid proposal. The Contractor shall verify all existing site conditions at the project site prior to starting work. 2.9.2. The Contractor shall be responsible for the professional quality, technical accuracy, and the coordination of all construction and other services furnished under this contract. The Contractor shall, without additional compensation, correct or revise any errors or deficiencies in its construction and other services. 2.9.3. The Contractor shall identify a Project Manager who shall be responsible for the overall management of this Contract. 2.9.4. The Contractor is responsible for safety and shall comply with all local labor laws, regulations, customs and practices pertaining to labor, safety and similar matters. The Contractor shall promptly report all accidents resulting in lost time, disabling, or fatal injuries to the COR. Refer to the updated specifications 01 74 19. 2.9.5. Contractor's One Year Workmanship Warranty: Furnish a written warranty agreeing to repair/replace defective installation and workmanship labor causing leakage of water, deterioration of materials, and other failures of the installed system, sealants, painting, coatings, and related work on this project, to perform as required within the warranty period. In addition to contractor s one year workmanship warranty, roof and structure warranty documentations from the manufacturer shall be provided as part of close-out documentations. 3.0 POINTS OF CONTACT 3.1. The contract magnitude is between $25,000 and $100,000. Consideration is limited to Service-Disabled Veteran-Owned Businesses, and the solicitation will be issued as a Sealed Bid. The NAICS Code for this requirement is 236220, Commercial and Institutional Building Construction and the size standard is $36.5 Million. This notice is issued subject to the availability of funds clause 52-232-18, and is not a request for proposal. All interested parties are asked to be within a 200 mile radius of the Ralph H. Johnson VAMC, Charleston, SC. The solicitation will be issued on the federal business opportunities website on or around August 14, 2017. STATEMENT OF BID ITEM(S) BASE BID ITEM: Provide all necessary tools, labor, materials, equipment, permits, licenses, and supervision to complete demolition and construction/renovation in accordance with specifications pertaining to area defined as Base Bid.
