FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE SUBJECT: 2.4 meter L-band Ground Station System for the NTIA-Institute for Telecommunication Sciences. SOLICITATION NUMBER: SB1335-17-RQ-0700 RESPONSE DATE: 10 days after posting DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Global Imaging, Inc. located at 3228 N. Twin Oaks Valley Road, San Marcos, CA 92069. The sole source justification is based on the following: This is a new requirement to purchase a 2.4 meter L-band Ground Station System for the NTIA-Institute for Telecommunication Sciences. ITS is currently engaged in a spectrum sharing analysis effort supporting the National Oceanic and Atmospheric (NOAA) National Environmental Satellite, Data, and Information Service (NESDIS) division. This effort involves NOAA's Polar Operational Environmental Satellite (POES) technology and as part of this effort, requires ITS to replicate a POES ground station system. Replication will be for configuration management purposes and will provide for characterization of equivalent systems. The POES system will be part of a test range at the Table Mountain Field Site and consists of a 2.4 meter satellite dish antenna, tracking system, demodulator, frame synchronizer, radome and associated components. This system will allow ITS to measure the RF characteristics of primary and secondary shared spectrum license holders to validate modelled interference protection criteria. It is essential to ITS Interagency Agreement with NOAA that the Global Imaging POES L-ground system is utilized so that development of a test range includes an identical POES ground station system to that of NOAA. As such, only components manufactured by Global Imaging, Inc. meet the compatibility requirement and meet NIST's minimum requirements. Market research has shown that Global Imaging, Inc. is the sole company who can provide this satellite. Given these facts, Global Imaging, Inc. is the only source reasonably available to provide the satellite. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334515 with a size standard of 750 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 1:00 pm EST 08/07/2017, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
