- This is an intended sole source announcement. Space and Naval Warfare Center Atlantic (SPAWAR Atlantic), Code 22130, intends to award this requirement on a sole source basis to Dynalec Corporation, on a Firm-Fixed Price Purchase Order to provide Non- Recurring Engineering (NRE) support to the LHA-8 Announcing System and its components in accordance with the attached Performance Work Statement under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The contractor will design an amplifier rack, a presentation control system and an alarm actuator panel. The contractor will support the development and application of scientific and analytical disciplines to conduct fundamental research and assessment of system and its components. The contractor will conduct testing of the components. Dynalec Corporation is the only manufacturer/source that can provide engineering support and design of the system and its components. Dynalec Corporation has the factory test beds to evaluate and test the system design. A similar system that will be installed on a different platform (LSD 46) has already been developed and will be used as leverage in designing the new LHA-8 Announcing system. No other vendor can supply this engineering support. Dynalec as the OEM holds the proprietary manufacturing drawings and schematics for all items that they manufacture. When the Government buys the items, they buy the tech/operating manuals but do not have access to the specific design criteria developed by Dynalec Corporation. This synopsis is posted for informational purposes only and is not a request for competitive offers. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) is 541330. System Award Management (SAM) registration is required for all vendors doing business with the Department of Defense.
