- SPECIFICATIONS COMBINED SYNOPSIS/SOLICITATION THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation 17-RQ-00234 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-95. The National Oceanic Atmospheric Administration (NOAA), National Weather Service has a requirement for Matlab Master License Renewal. Electronic Delivery is required. A Technical Point of Contact will be assigned upon award. The delivery address is NOAA/National Weather Service (NWS), National Center for Environmental Prediction (NCEP), 5830 University Research Court, College Park, MD 20740 CLIN Description Quantity Unit Price Total Price 0001 BASE YEAR License renewal for Matlab Master License: 30679702 Period of Performance: 08/15/2017-08/14/2018 1 Year $ $ 0002 BASE YEAR License renewal for Matlab Master License: 31119773 Period of Performance: 08/15/2017-08/14/2018 1 Year $ $ 0003 OPTION YEAR ONE License renewal for Matlab Master License: 30679702 Period of Performance: 08/15/2018-08/14/2019 1 Year $ $ 0004 OPTION YEAR ONE License renewal for Matlab Master License: 31119773 Period of Performance: 08/15/2018-08/14/2019 1 Year $ $ *Please note: License renewals shall include all sub-licenses and tool boxes associated with them to ensure continuity of service. * The Government will award a firm fixed price contract based on lowest price technically acceptable. Electronic delivery shall be included in the unit price for each CLIN unless otherwise indicated on the vendor's quote. This RFQ is 100% set aside for small businesses. The associated NAICS code is 511210, Software Publishers, with a business size standard of $38.5 million. Additionally, each offeror must provide the following information with the quote: 1. The Request for Quote (RFQ) number; 2. The Name, Address, Telephone Number, and DUNS Number of the Offeror; 3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; 4. Acknowledgment of Solicitation Amendments (SF-30), if any, and; 5. A completed copy of the representations at FAR 52.209-11 and representations and certifications at FAR 52.212-3 starting on page 16 of this solicitation 6. Address Technical capability in meeting the requirement. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 11:00 A.M. Eastern on August 2, 2017; any award resulting from this RFQ will be made best value considering technical capability, past performance, and price. Quotes must be submitted electronically via e-mail to Natasha.Thieman@noaa.gov. All questions must be submitted in writing to Natasha.Thieman@noaa.gov by 11:00 A.M. Eastern on July 28, 2017. Telephone inquiries will not be honored. The anticipated award date is on or about August 7, 2017.
