Description
The Buffalo District is currently preparing a solicitation to award a contract to construct a new sea lamprey barrier located in the town of Harpersfield in Ashtabula County, OH along the Grand River. The project will occur at the Harpersfield dam which is immediately upstream of the historic Harpersfield covered bridge on Old Harpersfield Road. Note: a response is not required at this time Sea lamprey in the Great Lakes are a problem because of their aggressive parasitism on key predator species and game fish, such as lake trout, lake whitefish, chub, and lake herring. To effectively prevent migration of sea lamprey in the Grand River upstream of the Harpersfield Dam, replacing the existing dam with a new barrier that meets current standards and integrated sea lamprey traps was identified as the selected alternative. This new sea lamprey barrier will be constructed immediately upstream of and abutting the existing dam. The upper hollow section of the existing dam will be removed to allow for construction of the new sea lamprey barrier. The base of the existing dam will remain and be incorporated into the new project as a downstream apron. The removal of the existing hollow crest is necessary to prevent the formation of an intermediate pool between the existing and new structures. Erosion protection (rip-rap) will be placed on both banks for 120 lineal feet upstream of the new barrier and the existing fish ladder will be removed. The by-pass pipe and valve required for emergency lowering of the pool level will also be replaced. This project will prevent sea lamprey passage and reproduction from approximately 1,266 miles upstream of the Harpersfield Dam on the Grand River and its tributaries. Additionally, it will prevent the need for lampricide treatments above the dam, saving $335,000 per treatment and removing what could be a potentially lethal dosing to some non-target species. The project also will lower the overall sea lamprey population in Lake Erie, which in turn improves the sustainability of valuable fisheries resources. Note: a response is not required at this time.
