- THIS IS NOT A SOLICITATION. This is a Request for Information (RFI)/ Sources Sought Notice only and is issued in accordance with Federal Acquisition Regulation (FAR) 10 Market Research, in order to conduct market research. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This RFI is issued solely for information and planning purposes and does not constitute a solicitation or a guarantee to issue a solicitation in the future. This RFI does not commit the Government to contract for any supply or service. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Not responding to this RFI does not preclude participation in any future solicitation, if issued. This announcement is based on the best information available at this time and is subject to future modification. The North American Industry Classification System (NAICS) Code is 541690 Other Scientific and Technical Consulting Services, Small Business Size Standard $15 Million. Purpose and Objectives: The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 2, and the Syracuse VA Medical Center anticipate a base year + four 1 year options for a Primary Certified Health Physicist (CHP) and at minimum 2 Alternate Certified Health Physicists that are capable of providing 5-12 hours per month; quarterly, semi-annually and annual quality controlled testing on existing diagnostic x-ray equipment including the following: Radiographic Floroscopic Mammographic CT, DR and CR readers The CHP will ensure that all diagnostics meet the New York State Department of Health (NYSDOH), Mammographic Quality Standards (MQSA) and American College of Radiology-Mammography Accreditation Program (ACR-MAP). Requirements also include acceptance testing of new devices and retesting of repaired or adjusted equipment. The contractor is to provide written reports in a timely manner consistent with the importance of any adverse findings. The contractor shall also serve as a backup Radiation Safety Officer (RSO) for the Syracuse VAMC and be available to perform on an emergent basis. All personnel providing services shall be fully qualified and shall be a Certified Medical Physicist or Certified Medical Health Physicist through either the American Board of Health Physicists or American Board of Radiology. Duties and Response times include, but are not limited to: Available 24/7 for telephone calls Comply with NRC guidelines Comply with NHPP standards Be on site within 5 business days for any routine health physics or radiation safety issue Return calls within 1 hour for emergency situations Be on site within 24 hours for any emergency situation Provide Radiation Safety training to the physicians and other medical staff Perform Radiation Safety Officer duties in the absence of the Medical Center Radiation Safety Officer Complete reports within 21 days Be available to perform services at all 3 locations listed below Place of Performance: Department of Veterans Affairs Syracuse VA Medical Center, 800 Irving Ave, Syracuse NY 13210 Rome CBOC, 125 Brookley Road, Building 510, Rome NY 13441 Binghamton CBOC (TBD) Dental Clinic Response: Please submit your response in accordance with the following instructions: Responses shall be no more than 10 pages in length.
