Description
The USDA ARS - WBSC intends to award a sole source Firm Fixed Purchase Order (PO) to MOCON, INC. (MOCON), 7500 Mendelssohn Ave, North, Mineapolis, MN 55428-1026. This order will purchase a MOCON GREENLIGHT MODEL 930-15 WITH LAPTOP & VIALS for the ongoing fumigation (rapid microbial detection & growth assay) research at USDA ARS, CROP IMPROVEMENT & PROTECTION RESEARCH UNIT (CIPRU), SALINAS, CA 93905. The Firm Fixed PO will include the following: 1. MOCON GREENLIGHT MODEL 930-15 WITH LAPTOP; PART #:001-514; & 2. MOCON VIALS, 50 PACK, 15 ML, APCHECK, GREENLIGHT; PART #:052-066 The MOCON GreenLight Model 930-15 with Laptop features the following: *A high throughput automated test system for aerobic bacterial counts that provides total viable counts/aerobic plate count (TVC/ APC) data. * Utilizes special GreenLight TM sensor in 15 ml, APCheck TM sample vials. * Includes one interchangeable sample carousel to suit vial size (24 vial capacity). * Built-in vial incubator. USDA ARS, CIPRU ongoing research involves fumigation treatments to control microbes on fresh and stored products. After fumigation, they need to take samples from product surfaces to detect whether there are still viable microbes in the samples. As a result, they required an analytical instrument that has a wide measurement range; can detect down to one viable microbial cell; and that will also eliminates serial dilution of samples. The overall intent is for this analytical instrument is to eventually reduce labor cost and errors in sample preparation. The MOCON GreenLight sensing system technology & analytical instrument employs a unique oxygen sensor with high sensitivity. GreenLight works by optical fluorescence. When the sensor is excited by light from the dedicated reader, it returns optical information that can be related to microbial load. This allows continued assessment of growth within a sample. So the high sensitivity and easy operation are just a few of the main advantages for USDA fumigation research. Other benefits of the GreenLight are: • Reduced test times • Detection down to one viable microbial cell • Eliminates serial dilution of samples due to its wide measurement range • Reduced material and labor costs for sample preparation • Reduced preparation errors caused by weighing, dilution and pipetting • Provides a robust test for a variety of sample matrices • Impervious to sample opacity or turbidity • Easy disposal of samples compared to agar plates and similar products • Simple storage of vials at room temperature The GreenLight APCheck TM Vials contain the integral GreenLight oxygen sensor. Vials are available in 2mL and 15mL sizes. The benefits of APCheck Vials are: • Provides unique sample identification with the attached, unique bar code • The vial can be used for different assays by varying the preparation media • Actual sampled volume is larger than standard agar plate techniques • The 2mL vial allows maximum test throughput on GreenLight readers • The 15mL vial allows maximum detection sensitivity • Vials are stable for more than one year, even when filled with liquid media MOCON is a registered trademark of MOCON, Inc. Pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The award date will be on or about August 3, 2017; and this Notice of Intent is not considered as a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. However, a determination, by the Government, to compete this proposed PO based on responses to this notice is solely within the discretion of the Government. The Government may consider all responses received by 9:30AM PST, August 3, 2017. Information received will be considered solely for determining whether to conduct a competitive procurement.
