- NOTICE TO AWARD SOLE SOURCE The National Institute of Standards and Technology's (NTIA) Public Safety Communications Research Division (PSCR) does research, development, testing and evaluation to foster nationwide first-responder communications interoperability. Our ongoing work in LTE demo network requires sensitive instrumentation which can accurately test and evaluate the LTE user terminal devices. One tool that is needed for such research is an Evolved Packet Core with IMS Server emulation. The PSCR program, which is a joint effort between NIST/CTL and NTIA/ITS, and sponsored by National Institute of Standards and Technology (NIST), NTIA, Department of Homeland Security (DHS)/OEC, and DHS/OIC, is continuing testing using the 700‑MHz Public Safety Broadband Demonstration Network to provide manufacturers, mobile network operators and first responders a location to evaluate Next Generation Network Priority Services. The purpose is to procure Remote Technical Support for the existing NG40 Test Platform for Load Test. This requirement necessary because it will provide support for PSCR equipment needed to allow the lab to investigate the way mobile network operators will configure their wireless networks to provide the Department of Homeland Security WPS (Wireless Priority Service) over LTE. Support is required for this piece of proprietary equipment to support resolution of issues with the equipment function, help with configuring the equipment for new tests, and for software updates of the proprietary software on the equipment. This support must be provided in a timely manner in order to meet testing deadlines. The anticipated contract will be a firm fixed price sole source purchase order. The anticipated period of performance for this requirement is twelve consecutive months.
