Description

The 104th Fighter Wing, Base Contracting Office, intends to award a firm-fixed price contract for the installation of a section of jet blast deflector at the 104th Fighter Wing, Westfield, MA. The planned solicitation release date is on or about 3 August 2017. Under the contract, the Government will require of the awardee, provide a brand-name requirement of Blast Deflectors, Inc. (BDI) for the Jet Blast Deflector Extension under project number AXQD179651. This portion of the construction effort will incorporate a BDI Jet Blast Deflector Extension, model G14NB-6, which matches the existing jet blast deflector on the aircraft parking apron. This brand name justification only covers the portion of this acquisition which specifies BDI brand name jet blast deflector(s). The intention is to procure the installation services for the brand-name BDI Jet Blast Deflector Extension on a competitive basis. This sources sought is for informational purposes only. This is not a Request for Proposal (RFP) to be submitted. It does not constitute a solicitation and shall not be construed as a commitment by the government. Responses in any form are not offers and the government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. Responses will not be returned to the responder. Not responding to this notice does not preclude participation in any future Request for Quote (RFQ) or Invitation for Bid (IFB) or RFP, if any issued. If a solicitation is released, it will be synopsized on the government-wide point of entry (GPE). It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement. The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A). The applicable NAICS code is 236220 and the size standard, as defined by the U.S. Small Business Administration, is $36.5M. This notice neither constitutes a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. Your response to this Sources Sought, including any capabilities statement, must be electronically submitted to the Contracting Officer, SMSgt Kyle Kiepke, in either Microsoft Word or Portable Document Format (PDF), via email kyle.d.kiepke.mil@mail.mil. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
