Description
The US Army Corps of Engineers, Engineer Research and Development Center (ERDC), has a requirement to purchase an XRD 1621 digital imaging detector with a CT upgrade. The ERDC intends to issue an award to Varex Imaging Corporation on a sole source basis. Because the Environmental Processes Branch requires an instrument that will allow the Soil and Sediment Geochemistry Team to maintain continuity with previous experiments in this research project (a flat panel digital imaging system with a CT upgrade, with 2048 x 2048 pixels at 200 microns, with a CsI scintillator capable of 15 frames per second, with adjustable gain, with a fiber optic interface for any high sensitivity and low dose applications), no other manufacturer produces a device with the precise characteristics required to conduct this research. The performance of this research project requires the Environmental Processes Branch to eliminate as many variables as possible during this series of experiments so that the researchers can ensure consistency among the data collected, and the procurement of this XRD 1621 digital imaging detector with a CT upgrade is a necessary part of preventing the introduction of variables into the experiments. The award will be issued in accordance with FAR 13.106-1(b). The NAICS code for this requirement is 334517 (Irradiation Apparatus Manufacturing) with a size standard of 1,000 employees. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Verbal communications are not acceptable in response to this notice. Responses to this requirement may be submitted to Jody Criss at Jody.Criss@usace.army.mil. Responses must be received no later than 5 days from the posted date of this notice.
