- SOW This is a Sources Sought Notice for a Generator Replacement Design Study for the U.S. Coast Guard 418ft WMSL National Security Cutter of ships in accordance with the attached Statement of Work (proprietary data redacted). The United States Coast Guard has a requirement on a Sole Source basis for a design study, including 6 alternative design solutions, on design modification, prototype installation, test and evaluation and full installation of the Caterpillar Ships Service Diesel Generators (SSDG). The SSDGs are used on the 418-ft National Security Cutters (WMSL). The Coast Guard intends to utilize other than full and open competition procedures to establish a firm-fixed price requirements contract with task orders with the OEM, Carterpillar. The necessary manufacturing data and special tools are proprietary and controlled by Caterpillar. The Government did not procure and does not have Government purpose rights to recreate or distribute design drawing and special tools for the Ship Service Diesel Generators and associated equipment. As such, those proprietary documents are not available for release to generate competition for overhaul and repair services. The expected period of performance is one (1) year from date of award. The applicable North American Industrial Classification Code (NAICS) is 541330 (Engineering Service). The Small Business Size Standard is $15M. All responsible sources are requested to submit the following: company name, point of contact, address, DUNS Number, phone number, fax number, e-mail address, business size and a statement of capabilities. The business size shall include any applicable preference program (i.e. 8a, HUBZone, Service Disabled Veteran Owned, Woman Owned, small business). Your response must include: (a) address your ability to provide the service requested. Provide documentation form the OEM, Carterpillar, of permission to use propriety technical data and parts; (b) how long would it take to accomplish the work; (c) provide at least three references to equivalent type of work in the past five years (provide customer contract number, company, POC name, email and phone number).
