- Sources Sought Template (Request for Interested Manufacturers) FROM: Sam Williams, 407 SCMS/GULB TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Request for Interested Manufacturers 5955-01-622-9916, Oscillator, 6110-01-011-4636CW, Voltage Regulator and 6130-01-057-9534CW, Power Inverter SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Oscillator, PN 563R068H01, Voltage Regulator, PN 625R763G01 and Power Inverter, PN 680R405G01. ITEM DESCRIPTION The Oscillator, Voltage Regulator and Power Inverter are used on the USAF, E-3 AWACS aircraft. This surveillance aircraft uses sophisticated, high-performance, airborne radar for detecting location, altitude, course and speed of large numbers of targets. In conjunction with other mission systems the radar provides the mission capability to detect, track, control and report targets. Impediment to Competition: The original equipment manufacturer for this item is Northrop Grumman Systems Corporation (CAGE 97942), which maintains its configuration by part number. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. Northrop Grumman Systems Corporation is the only known source with adequate knowledge of the Oscillator, Voltage Regulator and Power Inverter performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Northrop Grumman Systems Corporation for the manufacture of the Oscillator, Voltage Regulator and Power Inverter in support of the E-3 aircraft program. Other interested parties may identify their interest and capability to respond to the requirement no later than 11 Aug 17 to Sam Williams, samuel.williams.1@us.af.mil and/or dla.dlr.proc@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
