Description
The NATO Communications and Information Agency (NCIA) intends to issue an Invitation for Bid (IFB) for the provision of the "CA Licenses Standard Maintenance" utilized within the Network Services and IT Infrastructure (NSII) Service Line. In addition, the bidders are requested to price optional scenarios for on-site interventions / support. Potential U.S. prime contractors must 1) maintain a professionally active facility (office, factory, laboratory, etc.) within the United States, 2) be approved for participation in NATO International Competitive Bidding (ICB), and (3) be nominated to the bidders list by the U.S. Government. The reference for the IFB is IFB-NCIA-NSII-17-11 and all correspondence concerning the IFB should reference this number. NCIA will use a source selection process of lowest price technically compliant. SUMMARY OF REQUIREMENTS Background The NATO Communications & Information Agency (NCIA) is responsible for the in-service support of major NATO Communications and Information Systems. The NSII Service Line has the responsibility to operate and maintain NATO's networks. The NATO CIS Group is provided with the CA Spectrum solution to monitor and detect network faults on the Dragon Fly infrastructures. The solution is currently only used on the deployed environment. Any service or software issues are handled and maintained by the DIS NSII Eng Group Element Management, and is mainly performed via remote desktop connection. NCIA is responsible for all levels of maintenance for the CA Spectrum Licenses, including failure identification and isolation, installation of patches and releases, configuration, testing, security accreditation and activation. NCIA is also responsible for all levels of IT operations, including service desk functions, incident management, problem management, release & deployment management, change management and configuration management. Scope The Statement of Work covers the support for the CA Licenses Maintenance utilized within NCIA NSII. The solution is centrally managed; however, probes and instances are spread over NATO territory and missions. The list of to-be-covered services include: a) provision of standard maintenance for all utilized CA Licenses within the project and in particular the ones underlined in the summary of requirements b) procuring, delivering and managing of CA Support Contracts; c) providing on-site training; d) provision of on-site technical support; e) provision of remote technical assistance; f) CLS performance reporting and reviews. The actual quantity of licenses to be maintained will be stipulated in the IFB at the time of issuance and the number below should only be taken as order of magnitude. Supported Licenses / License Description / Quantity SP-SPDVCP / CA Spectrum Device Based Suite / 1350 SP-CAPERF / CA Performance Management / 1350 SP-RPTANL / CA Network Flow Analysis / 1350 SP-CPUMSP / CA Unified Infrastructure Management Server Pack / 200 Additional Scenarios / Options will be asked to quote in the IFB: 1) Options to add specialized support from CA Licenses certified personnel with Security Clearance 2) Options to provide the on-site support shall be delivered by Contractor certified engineers, fully qualified to perform any and all support tasks required to restore the software 3) Options to procure on-site training or on-site interventions in support of installations or upgrades Type of Contract The Contract will be a standard NCIA contract with schedule of supplies and services with the licenses mentioned above. Period of Performance The Contractor performance period will be one year, starting from day of Contract Award, followed by four optional years as specified in the Schedule of Supplies and Services. Start date of contract will be 1st of January 2018. BECOMING ELIGIBLE TO BID NATO ICB requires that the U.S. Government nominate U.S. prime contractors to the bidders list. Before the U.S. Government can nominate a U.S. prime contractor to the bidders list, however, the U.S. firm must be approved for participation in NATO ICB. Firms are approved for U.S. NATO ICB on a facility-by-facility basis. The U.S. NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the company employee who should receive the bid documents After approval of your one-time NATO ICB application, the U.S. Department of Commerce (DOC) will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. NATO member governments use a DOE to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DATES: Request from DOC that a DOE be issued (and, for firms new to NATO ICB, submit the completed one-time NATO ICB application): 21 August 2017 NCIA issues IFB (target): late August 2017 Bid Closing (target) : second half of September 2017 Contract Award (target): end of December 2017
