Description

The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under authority for FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within seven days after date of publication of this notice of intent. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The requirement is to provide Global Digital Asset Management System (GDAMS) Email Automation, GDAMS DVIDS Connector and GDAMS.Net and ASP Connector, Telestream Vantage and Aspera FASPEX for a one year period of performance. This will allow CHINFO to accomplish its mission objectives for visual information ingest, curation, archiving, and distribution as part of the U.S. Navy public affairs mission. The selected contractor, Global Technologies Group, Inc. (GTGI), designed, engineered, authored, and technically integrated GDAMS for CHINFO. This system has been tailored to meet the day to day mission requirements of a unique workflow within the Office of Information. Updates to or maintenance of the system by any other source could potentially compromise its operational readiness, would require familiarization time or consultation with GTGI at additional expense, and void our current maintenance, support and software assurance contract. Such a situation is therefore unacceptable, making GTGI the only available source for the required goods and services. See attached Sole Source Justification for more information. The applicable North American Industry Classification Systems (NAICS) Code is 423410.
