- REQUEST FOR PROPOSAL: Solicitation Announcement No.A17PS9007. Midwest Region-Great Lakes Agency, Bureau of Indian Affairs (BIA) is seeking submittal of Standard form (SF)330 "Architect-Engineer Qualification" for licensed architect-engineer. This contract is being procured in accordance with the Brooks Act as implemented in FAR Subpart 36.6. This proposal is to furnish the Great Lakes Agency, Bureau of Indian Affairs (BIA) with the Plans, Specifications, Bid Documents, Contractor Bid Evaluations and Construction Management Services for the following items: Item 1 Reconstruct East Parking Lot Pavement, Drainage System and American's with Disabilities Act(ADA)accessible parking. Item 2 Rear Door addition and Weather Protection Item 3 Small Bathroom Renovation with mezzanine floor lowering. Item 4 Garage Floor and Wall Painting Work is primarily mechanical and electrical, but may require some associated services and support personnel from other engineering disciplines. It is required that the architect-engineer specify, in the construction design specifications, use of the maximum practicable amount of recovered materials consistent with the performance requirements, availability, price reasonableness, and cost-effectiveness. The architect-engineer shall also consider energy conservation, pollution prevention, and waste reduction to the maximum extent practicable in developing the construction design specifications. The North American Industrial Classification (NAICS) Code is 541330. The size standard is $15.0 million. This is set aside for Small Business SELECTION CRITERIA: The evaluation factors are listed below in descending order of importance. The selection criteria are listed below in descending order of importance. (1)Specialized Experience - Key personnel qualifications, including design and construction of mechanical and electrical systems, education, training, professional registration, and employment history. Include knowledge and experience with: a. BAS/DDC controls systems and programming. b. Water to Water (WW) and Water to Air (WA) Geothermal HP/Boiler HVAC systems, including Fan Coil Units (FCU)s, Energy Recovery Ventilation (ERV), units and dehumidification. Also include chilled beams, air source Variable Refrigerant Flow (VRF) and ground source VRF systems. c. Tools and equipment used for Testing, Adjusting, and Balancing (TAB) verification, trouble shooting and commissioning of systems. d. Electrical code wiring, building fire alarm and security systems. e. Renewable energy such as wind/solar power generation systems. f. High efficiency lighting systems with energy saving devices. g. Drawing preparation utilizing AutoCAD and explain ability to provide drawings in accordance with the latest release of AutoCAD. h. Experience in obtaining LEED certification and providing sustainability in project designs. i. Experience in plumbing systems design. (2) Professional qualifications of the firm(s), including project management, proposed project organization, and teaming history; and understanding of the requirements set out in the attached statement of work. (3) Past performance on contracts with the BIA or other U.S. Government agencies or with other public or private entities, with an emphasis on quality of work, compliance with performance schedules, cost control, meeting federal mandates working toward achieving net zero energy buildings, and efficient use of resources. (4)Capacity to accomplish the work in the required time. a. Provide number of registered professional engineers. b. Provide number of personnel under each discipline. c. Provide availability and experience of CADD technicians. (5) Conciseness of response - Accuracy in meeting submission requirements. (6) Location in the general geographical area of the project and knowledge of the locality of the project.
