- Draft PWS REQUEST FOR INFORMATION (RFI) FOR USSOCOM High Capacity Satellite Combat Validation The Army Contracting Command-Aberdeen Proving Ground- Research Triangle Park Division (ACC-APG-RTP) 800 Park Office Drive, Suite 4229, Research Triangle Park, NC 27709 is looking for sources sought to assess the Viasat High-Capacity x and Ka Band Satellites as described in the attached Performance Work Statement (PWS). This is a Request for Information (RFI). This is not a request for proposals or request for quotes. The Government will not pay for any response expenses. Interested parties are responsible for adequately marking classified, proprietary or competition sensitive information contained in their response. The government is issuing this RFI as a means to gauge industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain quality supplies and services at reasonable prices. Potential contractor shall be able to support the delivery of hardware, satellite airtime and all necessary equipment and training to allow USSOCOM to evaluate this next generation emerging SATCOM service as a supplement to available traditional military X and Ka-bands, commercial Ku and C bands. Items to be delivered to the Government will include twelve (12) high capacity Ka-band satellite terminals, four (4) WGS certifiable multi-band, multi-waveform terminals, ancillary gear and cables. Services to be provided to the Government will include program management support, integration support, satellite resiliency assessment support, data services, onsite operations and technical assistance. (See Draft Performance Work Statement (PWS). Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Interested parties must submit a capability statement for the purpose of determining if there are contractors that can perform the requirements denoted within the PWS. This sources sought is not a Request for Proposals, nor does it represent a commitment by government to pay for any costs incurred by the preparation and submission of data or any other costs incurred in response to this notification. No solicitation document is available. The associated North American Industry Classification System code for this procurement is 541330, Engineering Services. All responsible sources may respond by submitting a written narrative statement of capability within 15 days from the date of this notice by COB (4:30PM) to Leroy R. Hardy, Contracting Officer, at the email address listed below for consideration by the agency. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. Failure to provide the required information to enable the Government to make a determination may render the response unacceptable. The Government is not using the policies contained in Part 12, Acquisition of Commercial Items. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 7 days of this notice.
