Murphy VA Medical Center. DESCRIPTION/SPECIFICATIONS: Ultrapure water purification systems are capable of delivering ultrapure water necessary for use in sensitive laboratory assays. 5. DEFINITIONS/ACRONYMS: CO Contracting Officer. The Federal employee who is warranted by the Government to enter into contracts on behalf of the Government and is the only person authorized to make changes to those contracts. COR Contracting Officer s Representative. Individual designated by the CO to place orders, furnish technical guidance, advice, certify invoices, and provide general supervision of the work performed under the executed contract. 6. TECHNICAL REQUIREMENTS: Continuously monitors sensors to ensure proper performance Key-operated main power and alarm switch Control setpoint in 1 °C increments Temperature deviation or power failure triggers audible/visual alarms LED shows temperature deviation due to power or temperature failure Time Delay, Alarm Test, Alarm Reset push-button controls Clean Filter, Alarm Battery Low and Voltage indicators Voltage Buck/Boost corrects incoming line voltage Low Voltage Surge Protection minimizes voltage spikes Battery backup supplies control panel in case of power failure Washable condenser filter1. To guarantee compliance with minimum laboratory safety requirements, and to ensure that the water purification system meets internationally-recognized safety norms, the water purification system shall be listed with Underwriters Laboratories (both UL and ULC), and will carry the CE mark, indicating compliance with European Union EC Directives. 3. The system shall be comprised of a single water purification unit containing reverse osmosis, ion-exchange and activated carbon technologies and polishing device. 4. To ensure easy maintenance, the water system will utilize a combination of reverse osmosis and polishing technology delivered in a single, disposable, all-in-one easily replaced device. 5. Each water system has an option for a remote dispenser. 6. The internal primary consumable water purification cartridge must attach to the water system without treaded fittings, screws, clamps, or locking tabs. 7. The ultrapure water system will have an optional 2-year lifetime built-in UV lamp with emissions at 185 and 254 nm wavelength. 8. The water purification system will have at least a built-in 6L reservoir for type 3 water storage and a 30L storage reservoir. Each has an available means of dispensing the pure water. 9. The ultrapure water system dispensing source is designed so that regular 1L lab containers, such as cylinders and flasks, can be filled without the need to hold them. The system will also incorporate a volumetric dispensing function capable of automatically dispensing of ultra pure water from 0.25 L up to 5 L in 0.25 L increments. 10. The water purification system shall produce at a minimum, two (2) qualities of purified water: Ultrapure and Pure from a single device. 11. The water system will have a built-in booster pump for optimum reverse osmosis (RO) operation. 12. The internal pumps will be low voltage DC pumps for virtually silent operation. 13. To prevent deterioration of water quality during periods of non-use, the ultrapure water system will be able to recirculate water to maintain high water quality. 14. The system will have a choice of point-of-use final filter options, including a 0.22-micron final filter, a point-of-use ultrafilter, and an FDA-registered medical device, to meet individual needs. 15. The ultrapure water system will incorporate a fully comprehensive, graphic color LCD display to provide information 1) on system status and performance parameters, 2) on routine maintenance needs, and 3) on alarms for troubleshooting in the event of system malfunction. Graphic icons and operating control values must also be available as standard. 16. The water system will incorporate a built-in Quick Reference Guide for immediate understanding of the main operations. 17. In addition to polishing, the RO product water will be available for use by withdrawing water from the storage tank. 18. There will be constant communication between the RO device and the storage tank to ensure that there is always a constant supply of water to the polishing portion of the system. 19. The water purification system will automatically place itself into a Standby mode when the system cover is removed for basic maintenance. 20. To comply with USP requirements, the resistivity meter shall be able to display the non-temperature-compensated resistivity. 7. Security The C&A (Certification and Accreditation) requirements do not apply. A Security Accreditation Package is not required for this procurement. As no personal patient data will be stored on any part of this system, no requirement for protection of VA (Veteran s Affairs) data is necessary. 8. DELIVERY: Delivery should be made NLT (no later than) 30 days after award of contract. Deliver to: Raymond G. DELIVERY HOURS: The RGMVAMC accepts deliveries Monday through Friday (excluding federal holidays) between the hours of 7:30 a.m. and 3:30 p.m. (MST). 10. TRAINING: None required. 11.
