- PRE-solicitation Notice 100% SDVOSB SET ASIDE This is a PRE-solicitation notice that the Veterans Health Administration intends to solicit offers to provide activation pre-planning services for an activation to take place at the Long Beach Medical Center. Please reference the attached Performance Work Statement (PWS) for specific project information and requirements. This requirement will be set-aside 100% for service disabled veteran-owned small businesses (SDVOSBs). To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must 1) be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://www.vip.vetbiz.gov/ for details), and 2) meet the small business size standard for NAICS 541614. The solicitation is anticipated to be posted on www.fbo.gov for download on or about August 5, 2017. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this pre-solicitation. Anticipated closing date of the solicitation will be August 31, 2017. Solicitation posting and closing dates are subject to change as necessary and amendments will be issued as accordingly. Technical Questions. Technical questions will be accepted AFTER the solicitation is posted. It is anticipated the question and answer period will end one week after the solicitation posting date. Potential offerors are encouraged to review that attached PWS and submit their questions as early as possible once the solicitation has opened. It is anticipated that the PWS is substantially finalized as posted. However, changes may be made as a result of the questions posed by potential offerors. The government intends to conduct trade-offs to determine best value for this award. Evaluation criteria will be based on the following listed in order of importance: Technical (to be announced at the time of solicitation posting or sooner as an amendment to this pre-solicitation notice if possible) Past Performance Price When combined, technical and past performance criteria are significantly more important than price. This PRE-solicitation notice does not constitute a request for proposals.
