Description

The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to enter into sole source negotiations with Open Text Public Sector Solutions of Arlington, VA for the procurement of the migration of the Hummingbird Document Management System to Open Text Content Management Suite in order to become Windows 10 compatible by January 2018. This procurement is not a small business set-aside. The NAVAIR Office of Small Business Programs concurs. The NAICS code is 541512. The Government intends to award a Firm Fixed Price contract for this requirement under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
