Description
NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs, Great Lakes Acquisition Center (NCO 12) intends to negotiate on a Sole Source basis with Penn Constructing Group to provide Construction Period Services on Project 556-15-002 at Capt. James A. Lovell Federal Health Care Center, 3001 Green Bay Rd, North Chicago, IL 60064. Work is to be performed per drawings and specifications. The anticipated period of performance will be for five hundred forty (540) calendar days, after issuance of the Notice to Proceed. This Notice of Intent is not a request for competitive quotes and no solicitation document exists for this requirement. The Government intends to award a contract consistent with the terms identified within this announcement upon the basis of the authority provided in 10 U.S.C 2304(c)(1) and implemented by FAR 6.302-1, only one (1) responsible source and no other source will satisfy the requirement. Pursuant to FAR 5.203(a)(1), the Government intends to solicit and negotiate for the acquisition of the specified services five (5) days after notice appears on the GPE. Interested persons may identify their interest and capability to respond to the statements received within this timeframe. Any requests received after this date will be considered untimely for consideration. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability Statements submitted should demonstrate the offerors experience and expertise to provide the services identified within the time frame required and without substantial duplication of cost to the Government. All offerors must offer the service, in their entirety. The interested offerors Capability Statements shall include the firm s Business size; Socioeconomic status, Ability to self-perform work; Layers of subcontracting; and any other information indicating a legitimate ability to meet the specific requirements. Interested offerors Capability Statements should not exceed three (3) pages in length. Written inquiries must be submitted to Claude Humphrey at claude.humphrey@va.gov. No telephone requests will be honored. STATEMENT OF WORK for 556-15-002 Title of Project: Upgrade Facility Elevators Scope of Work: The Contractor shall provide Construction Period Services (CPS) for Project 556-15-002 at the Capt. James A. Lovell Federal Health Care Center, 3001 Green Bay Rd, North Chicago, IL 60064. Work is to be performed per Department of Veteran Affairs provided drawings and specifications. Services to be provided: Construction Administration: The Contractor shall provide construction phase services for the project including, but not limited to: Participation during bi-weekly construction meetings, including production and distribution of meeting minutes. Minutes shall be distributed by email and uploaded to submittal exchange by close of business on the workday following the meeting. Submittal reviews and approvals submittals shall be reviewed and comments returned to submittal exchange within one week of uploading by the contractor. Sample reviews and approvals Responses to contractor RFI s Construction clarification drawings Assistance in the development of RFP s on behalf of the FHCC Reviews and recommendations for any proposed modifications Field reviews/reports of construction progress Field inspections and testing submission reviews Final acceptance inspection for each elevator. Construction Close-out Documents: The Contractor shall review the Construction Contractor close-out submissions for thoroughness and conformance with the contract requirements. The Contractor shall utilize field-marked as-built drawings and specifications from the Construction Contractor and generate record drawings in AutoCAD. Deliverables Construction Administration: Field reports by the architect and their engineers based upon field visits and weekly meetings. RFI s, submittal approvals, and construction clarification drawings. Construction Close-out Documents Provide three (3) CD/DVD copies of the electronically updated As-Built drawings in both PDF and DWG files. CAD reference files shall be removed and the drawings flattened. Provide three (3) copies of the complete electronic submittal record. Timeline The Contractor shall have its services executed according to the following timelines. These timelines are approximate and should be viewed as guidelines for milestone dates. Construction Administration To be determined based upon construction schedule. Estimated construction schedule is 18 months. Construction Close-Out Documents Thirty (30) calendar days from receipt of contractor s as-built drawings and specifications, not to exceed sixty (60) calendar days from the Substantial Completion date.
