- SYNOPSIS FOR: Naval Special Warfare (NSW) - Navigation and Seamanship Course of Instruction Services PLACE OF PERFORMANCE: Contractor's Facility PERIOD OF PERFORMANCE: IDIQ (Estimated maximum of 24 classes for the first year and eight (8) classes per year thereafter) within a five-year Ordering Period SOLICITATION NUMBER: H92240-17-T-0047 CONTRACT SELECTION: Competitive, Single-Award SET ASIDE: UNRESTRICTED NAICS: 611519 - Other Technical Trade Schools SIZE STANDARD: $15M TYPE OF ANNOUNCEMENT: This synopsis, and solicitation (to be attached at a later date) for commercial services is prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) subpart 12 - Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. The solicitation and all other pertinent attachments are to be attached on or after 1 August 2017. IAW FAR 5.203 (a)(1), the synopsis is being posted 3 days before issuance of the solicitation A written solicitation is being used to facilitate proposal preparation and evaluation. The written solicitation must be downloaded from www.fbo.gov. No hard copies will be issued. On the page where the solicitation is posted is a link to a registration page if you would like to receive notices of amendments and/or addenda that may be issued to the solicitation. If you do no register, it is your responsibility to periodically review the web site for any changes to the RFP. Contractors that are debarred, suspended or proposed for debarment are excluded from receiving contracts. Proposal prepared by debarred, suspended or otherwise ineligible contractors are at the risk and expense of the contractor. Contractors must be registered in the System for Award Management (SAM) system prior to award for solicitations issued after 31 May 1998. To register in SAM, go to https://www.sam.gov/portal/SAM/#1#1. DESCRIPTION OF REQUIREMENT: The requirement is to establish a 5-year ordering period, Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for Navigation and Seamanship Course of Instruction (COI) Services as follows: The Contractor shall provide the personnel, management, materials, equipment and facilities (not otherwise provided by the Government) necessary to provide a Course of Instruction Services in Navigation and Seamanship in accordance with the Performance Work Statement (attachment to solicitation). The IDIQ annual estimated quantity requirement is 24 classes for the first year ordering period and eight classes per year thereafter. Each class period of performance will be determined at the Task Order Level. Dates are subject to change at the Government's discretion with prior notice to the Contractor within a reasonable time. Training shall be conducted at the contractor's facility. Class size - two (2) students All correspondence sent via e-mail shall contain a subject line that reads, H92240-17-T-0047 Navigation and Seamanship COI - IDIQ. E-mail filters at NSW are designed to filter e-mails without subject line or with suspicious subject lines or contents (i.e.,.exe or.zip files). Therefore, if the prescribed subject line is not included, the e-mail may not get through the e-mail filters. Also.zip or.exe files are prohibited attachments and may be deleted by the e-mail filters at NSW. Ensure only.pdf,.doc, or.xls documents are sent as attachments to e-mail. The e-mail filters may delete any other form of attachments. **Please note that the Government shall not accept or evaluate any quotes that are submitted directly to the FBO website. Quotes shall be submitted only to the Contracting POC identified in the solicitation.**
