- Single Source Justification Statement of Need The U.S. Department of Commerce, National Oceanic Atmospheric Administration (NOAA), Wallops Command Data Acquisition Station (WCDAS), Wallops Island, Virginia, intends to negotiate and award a firm fixed price contract to SCISYS Deutschland GmbH, Borgmannstrasse 2, Bochum, Germany 44894. SCISYS is the original custom software designer, developer and installer for the current WCDAS Meteosat Second Generation (MSG) U.S. DOMSAT Relay System which provides the delivery of high-resolution imagery. This system provides the continental U.S. (CONUS) relay service for the European Organization for the Exploitation of Meteorological Satellites (EUMETSAT) data, to relay high rate imaging stream and low rate information transmission stream to registered U.S. users through the NOAA WCDA Station. The current MSG software service and configuration is compatible to the current satellite program in place. SCISYS will provide the following expertise: software service and configuration support and maintain compatibility with IT security updates. The data service provides NOAA the ability to broadcast a continuous data stream which is critical to the registered users and to meets the Government's needs. In order to comply with the debt collection improvement act of 1966, all contractors must be registered in the central contractor registration (CCR) to be considered for an award of a federal contract. The Product Service Code for this requirement is D319 and the North American Identification Classification System (NAICS) code is 517410. Oral communications are not acceptable in response to this notice. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one under the authority of FAR 6.302(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. This notice of intent is not a request for competitive proposals. However, all proposals received by 5:00 pm ET, August 11, 2017 will be considered by the Government. A determination by the Government not to compete this proposal requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the Government. Inquires will only be accepted via email to donna.l.cohee@noaa.gov
