- BAA CDRL A002 N00019-17-R-0084 - DD254 FCS BAA Solicitation – Final BAA CDRL A001 VH-92A Future Communication System BAA THIS IS A NOTICE OF SOLICITATION ISSUANCE. Description: This is a notice of Solicitation Issuance. The Naval Air Systems Command (NAVAIR) is releasing this Future Communication System (FCS) Broad Agency Announcement (BAA) seeking proposals that will identify opportunities to advance the state of the art and develop approaches and concepts for the VH-92A communications system. See BAA Solicitation Number N00019-17-R-0084, attached. This notice constitutes a NAVAIR Broad Agency Announcement (BAA) contemplated in FAR 6.102(d)(2)(i). This announcement will be open through 31 August 2017 in the Federal Business Opportunities (FedBizOps) http://www.fbo.gov. It is the offeror's responsibility to monitor the Federal Business Opportunities website located at http://www.fbo.gov for the release of any follow-on information. Government Furnished Information (GFI): The associated Government Furnished Information (GFI), which has been updated from the original Sources Sought Notice dated 23 May 2017, will be provided only to interested parties once CAGE code is verified via an encrypted e-mail through Army Aviation and Missile Research Development and Engineering Center, Secure Access File Exchange (AMRDEC SAFE) at https://safe.amrdec.army.mil/safe/. If the interested party for some reason cannot obtain the GFI through AMRDEC then it will be mailed on a CD ROM. When accessing AMRDEC, offerors must 1) proceed as Guest if you do not have a Common Access Card (CAC) 2) mark the e-mail as encrypted, For Official Use Only (FOUO), and CAC enabled 3) respond to an AMRDEC-generated e-mail verifying the sender's e-mail address. The GFI will include: System Capability Document, VH-92A FCS Capabilities Document Industry Input, Security Classification Guide, MCS Current Component Physical Attributes, and MCS Single Line Block Diagram. The GFI is to be protected in accordance with the attached Department of Defense Contract Security Classification Specification (DD Form 254). The changes from the Sources Sought Notice dated 23 May 2017 are the addition of the VH-92A FCS Capabilities Document Industry Input and a change to the System Capability Document. Submission Content All proposals submitted under the terms and conditions cited per the attached BAA will be reviewed. Full proposals should be submitted in one (1) volume, containing three (3) Sections: Section I, Technical; Section II, Price; and Section III, Small Business Subcontracting Plan. All sections shall be bound in one (1) three-ring binder to facilitate the removal of individual sections. Proposals will be evaluated in accordance with the criteria cited in BAA paragraph 4.5. Proposals shall be submitted in original, with the signature of an authorizing official, with five (5) copies to the address noted below. The Offeror shall submit a copy of the entire proposal on CD-ROM containing file formats compatible with Microsoft Office 2010 applications along with the submission of the paper proposals. Additionally, schedules should be in Microsoft Project 2010 and supporting price information shall be provided in Microsoft Excel 2010 compatible spreadsheets with formulas that are not locked. Submission Information All responsible sources may submit a proposal which will be considered, but must do so on or before 2:00 PM Eastern Daylight Time on 31 August 2017 to be considered. Clearly mark all packages with the solicitation number. Proposals shall be submitted via United States Postal Service or through a commercial carrier using the address provided below. Proposals are not to be submitted by facsimile or electronically via email.
