Recompetition SoBran, Inc. 4401 Dayton Xenia Rd Beavercreek, OH 45432 Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Institutes of Allergy and Infectious Diseases, Office of Acquisitions, 5601 Fishers Lane, MSC 9821, Bethesda, MD, 20892-9821 Duration of contract: Approximately 6 Months September 12, 2017 through March 11, 2017 Anticipated award date: September 11, 2017 Presolicitation Notice Information Introduction The National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), of the Department of Health and Human Services (DHHS) supports research related to the basic understanding of microbiology and immunology leading to the development of vaccines, therapeutics, and medical diagnostics for the prevention, treatment, and diagnosis of infectious and immune-mediated diseases. The NIAID, Division of Intramural Research (DIR) has a requirement for continuous high-quality animal care and program support. Description The Government intends to award a sole-source bridge contract to SoBran, Inc. for services in support of the NIAID Animal Care Program. It is estimated that a follow-on contract for the services described below will be solicited and awarded no later than March 11, 2017. The Contractor shall provide a wide range of professional, technical and support services to the National Institute of Allergy and Infectious Diseases (NIAID) Division of Intramural Research (DIR) animal care program required for the proper care, use, and humane treatment of laboratory animals, and provide a wide range of technical skills required for the scientific study and manipulation of animals and animal products. Functions include: veterinary medical care, animal care, technical support, data management, cost accounting, cage and environmental sanitation, routine maintenance of animal care equipment and supplies, transportation, logistical, clerical and administrative support. Services will be provided on location at various NIAID and other Government facilities. Support will be provided to animal projects involving a full range of biomedical research and scientific disciplines with animal species that may include: mice, rats, cotton rats, hamsters, guinea pigs, gerbils, rabbits, nonhuman primates, ferrets, chickens, frogs, mastomys, swine, goats, sheep, bats, and other vertebrates and invertebrates. The Government estimates that the size and scope of this requirement will require approximately 226 full time employees. Employees working on this requirement will be required to meet the minimum mandatory qualifications as they will be described in the solicitation. The NIAID intends to negotiate, under authority of FAR 6.302-1 and HHSAR 306.302-1, on a sole source basis, with SoBran to extend the existing contract period of performance for a six-month period from September 12, 2017 through March 11, 2017. No other source is able to provide these critical/essential services beginning on September 12, 2017 without causing unacceptable delays to the Government in fulfilling the agency's requirements. This notice of intent is not a request for competitive proposals. However, responsible sources may express their interest by submitting a capability statement. All capability statements received within fifteen days from the date of the publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
