Description

The Department of Veterans Affairs will be soliciting for vendors that are capable, willing, certified to provide Patient Pick-Up and Delivery From/To VAMC: Services for Wheelchair Vans drivers shall report to the VAMC Hampton Emergency Department (ED) to check in for each transport.   The Health Administration Service is staffed 24 hours a day, seven days a week. Contractor shall furnish all personnel and equipment to provide services for Wheelchair Vans, twenty-four (24) hours per day, three hundred sixty-five days per year. The Department of Veterans Affairs Medical Center, Hampton, VA (VAMC) a 516-bed facility, serves a 15-county area in eastern Virginia and a 10-county area in northeastern North Carolina. This area, commonly referred to as the Tidewater Area, has a population of more than 160,000 veterans. Comprehensive health care is provided through primary care, acute inpatient care, psychiatric care, chronic spinal cord care, long-term care, hospice palliative care and domiciliary rehabilitative residential care. A Request for Quote will be issued on or about August 2, 2017. The period of performance is October 1, 2017 through September 30, 2018 with four (4) one (1) year renewal options that can be exercised by the Government. This will be solicited using a Cascading set-aside approach. The evaluation of offers received in response to the solicitation will use a tiered or cascading order of precedence. Tiered evaluation of offers, also known as cascading evaluation of offers, is a procedure used in negotiated acquisitions when market research is inconclusive for justifying limiting competition to small business concerns or sub-categories of small business concerns. The contracting officer Solicits offers from both small and other than small business concerns that will be evaluated in the following tier order: (a) service-disabled veteran-owned small business (SDVOSB); (b) veteran-owned small business (VOSB); (c) all other small business concerns; (d) other than small business. (2) If an award or a sufficient number of awards cannot be made at the first tier, evaluation of offers will proceed at the next lower tier until an award or a sufficient number of awards can be made. To be eligible for award, contractors must be registered in the SAM database at http://www.sam.gov. The applicable North American Industry Classification System (NAICS) Code is 485991 Special Need Transportation; size standard $15.0 Million and the Product Service (PSC) Code is V222 Travel/Lodging/Recruitment: Passenger Motor Charter.
