Description
AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is W91243-17-Q-RH03 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The associated North American Industrial Classification System (NAICS) code for this procurement is 336212 with a small business size standard of 1,000.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2017-08-08 14:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Lincoln, NE 68524 The National Guard - Nebraska requires the following items, Meet or Exceed, to the following: LI 001: Trailer, Low Deck (Lowboy): Minimum height: 9 inches ground clearance; Maximum height: 50 inches deck height; Minimum length: 40 feet of usable cargo carrying deck length, not counting dovetail or beavertail; Maximum trailer length: 53 feet; Minimum width: 102 inches; Maximum width: 102 inches; Minimum weight: minimum hauling capacity 50,000 pounds; Electrical requirements: LED lights with running lights and direction signals, air/electrical hookup is standard seven (7) way receptacle; Material requirements: Steel frame with wood or steel deck; The trailer capacity must be 25 tons or greater, with a minimum empty weight of 15,000 pounds; The trailer must have a minimum of two axles with oil bath lubrication; Brakes must be full air/spring brakes 4S2M. The trailer must have the ability to load and unload rolling stock without the use of a fixed loading structure, i.e. the trailer must have folding loading ramps or have a moveable axle/tilt deck design. If the trailer has a tilt deck, it must come equipped with a motor to operate the tilt assembly; any ramp design cannot have a break over angle that exceeds 8 degrees. Folding ramps must be air or hydraulic assist. If the ramps are hydraulic, the trailer must be capable of powering the hydraulics with the use of an on board motor. The trailer will come with a 20,000 pound winch to assist rolling stock onto the trailer; The trailer will be pulled by a DOD M915A3 tractor with a 5th wheel king pin connector with 50 inch height and minimum of 83 inch swing clearance; Trailer must be equipped with no less than 12 pairs of tie down rings or slotted hole type tie downs located for use on the 40 feet of cargo deck ; maximum height of the tallest piece of equipment to be hauled is 112 inches or 9 feet 4 inches; maximum overall load height of equipment loaded on the trailer must be less than 168 inches. Color: Powder coated black. The trailers will be used to haul equipment over the road to remote air fields potentially in austere environments located within the continental United States. The trailer must be capable of minimal off road use and or limited use on unimproved roads and trails. The Nebraska Army National Guard is not excise tax exempt. Vendor will state warranty coverage and time., 15, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, National Guard - Nebraska intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. National Guard - Nebraska is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines.
