- The West Texas VA Health Care System (WTVAHCS) is seeking Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) sources capable of meeting the requirement listed below. The acquisition will be accomplished using commercial item procedures in accordance with FAR Part 12. NOTE: TO QUALIFY SDVOSB AND VOSB VENDORS MUST BE CERTIFIED IN THE VA VENDOR INFORMATION PAGES (VIP) DATABASE. THE VENDOR MUST BE REGISTERED AS A SMALL BUSINESS UNDER NAICS CODE 238220 TO BE CONSIDERED FOR AWARD. The North American Industry Classification System (NAICS) is 238220. Any SDVOSB or VOSB firms who wish to identify their interests and capability to provide this product must provide product specifications, performance and delivery information by notifying the Contract Specialist no later than NOON PM Central Time, August 04, 2017. PART A- SCOPE OF WORK The West Texas VA Healthcare System has a requirement to replace Eight (8) existing Variable Frequency Drives (VFDs) within the facility s Metasys Building Automation System (BAS). 1. Scope. The contractor shall provide all labor, supervision, materials, equipment and supplies to install Eight (8) new replacement VFDs and initiate start up. All work performed shall be provided in a professional manner and the contractor shall comply with all current VA, state, and local standards and regulations. All work shall be performed to the satisfaction of the COR who will inspect the performance and indicate his approval on a signed statement prior to contractor leaving the station. Replace (8) VFDs in the mechanical room in Building 18: (2) Cooling Tower Outdoor VFD for the Fan Motor VS7D6431B-SM1P3 VSD II w/Manual 3-Cont ByPass-Pilot Lights, 5Hp (4kW), 480Vac, Nema Type 3R, SAB Comm, Isolation Fuses (2) Hot water Pump (Domestic hot water) VS3D4411B-SM100 VSD II w/Manual 3-Cont ByPass-Pilot Lights, 2Hp (1.5kW), 480Vac, Nema Type 1, SAB Comm (2) Chill water Pump (Cooling medium for the Dom) VS011411B-SM100 VSD II w/Manual 3-Cont ByPass-Pilot Lights, 7.5Hp (5.5kW), 480Vac, Nema Type 1, SAB Comm (2) Condenser water Pump (Medium to cool the chiller) VS014411B-SM100 VSD II w/Manual 3-Cont ByPass-Pilot Lights, 10Hp (7.5kW), 480Vac, Nema Type 1, SAB Comm The contractor shall remove the existing VFD s and dispose in accordance with applicable regulations. Contractor shall provide new VFD s for each component listed above, installation, wiring, Metasys integration and programing to allow seamless communication and compatibility with the current BAS. The new VFD s shall be natively compatible with the current BAS system to prevent operation issues. 2. Specific Tasks. Provide VFDs: (2) Cooling Tower Outdoor VFD for the Fan Motor VS7D6431B-SM1P3 VSD II w/Manual 3-Cont ByPass-Pilot Lights, 5Hp (4kW), 480Vac, Nema Type 3R, SAB Comm, Isolation Fuses (2) Hot water Pump (Domestic hot water) VS3D4411B-SM100 VSD II w/Manual 3-Cont ByPass-Pilot Lights, 2Hp (1.5kW), 480Vac, Nema Type 1, SAB Comm (2) Chill water Pump (Cooling medium for the Dom) VS011411B-SM100 VSD II w/Manual 3-Cont ByPass-Pilot Lights, 7.5Hp (5.5kW), 480Vac, Nema Type 1, SAB Comm (2) Condenser water Pump (Medium to cool the chiller) VS014411B-SM100 VSD II w/Manual 3-Cont ByPass-Pilot Lights, 10Hp (7.5kW), 480Vac, Nema Type 1, SAB Comm Install: The contractor shall install the VFD s and all required associated fittings, mounting hardware, wire, conduit, and enclosures to comply with code and environment. The contractor shall complete the VFD replacement in stages to minimize and avoid shutdowns. Test: The contractor shall test and demonstrate the function and reliability of the VFDs and the native communication with the currently installed BAS. Performance: The contractor shall take all precautions not to damage surrounding equipment, and building. The contractor shall be responsible for removal and disposal of trash, debris, and removed equipment in accordance to all applicable regulations. Contractor shall complete all task in a clean and professional manner to minimize interference with VA patients and staff.
