- THIS IS A PRESOLICITATION NOTIFICATION In accordance with FAR 5.203(a), this presolicitation notice provides at least 15 days notification that the Naval Research Laboratory (NRL) intends to issue a solicitation for Gas Filter Correlation Radiometer (GFCR) solar Limb Occultation (GLO) Instrument Quadruple Integrated Dewar Cooler Assembly (QuIDCA). The QuIDCA mounts 4 focal plane arrays. Incident on the focal plane arrays are 23 solar images, each having a relatively narrow bandpass between 0.45 micrometers and 3.9 micrometers. These solar images are produced by optics external to the QuIDCA, and are characterized by F-numbers from 10 to approximately 88. A total of 5 or 6 solar images fall on each focal plane array when the focal plane arrays are arranged as required. In front of each focal plane array, custom baffling and cold stops inside the QuIDCA and near the dewar window provide stray light isolation between each solar image and the external background. The QuIDCA will include electrical connections to and from the focal plane assemblies, in order to pass data, control signals, biases and a clock signal. The focal planes will be cooled by cryocoolers that are part of the QuIDCA. After a cool down period in which the focal planes are cooled from ambient to the operating temperature, it is expected that the cooler(s) will operate continuously during missions. The design and construction of each unit will be compatible with the environment of a high altitude balloon launch, and with ground operations. Size, weight and power are specified. Complete technical specifications will be available as part of the solicitation. A cost-plus-fixed-fee contract is anticipated. The government does not intend to use FAR Part 12, Acquisition of Commercial Items. It is anticipated that the solicitation will be posted to the Federal Business Opportunities web site on or about August 14, 2017. The NRL uses electronic commerce (EC) to issue requests for proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. The actual closing date for proposals will be stated in the solicitation when issued. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency.
