- VA69D-16-Q-0907 Phlebotomy Services The Great Lakes Acquisition Center (GLAC), on behalf of the Jesse Brown VA Medical Center, 820 South Damen Avenue, Chicago, Illinois 60612 (hereinafter called VA), intends to issue a two-month sole source contract to Coastal Clinical and Management Services, Inc., 919 Conestoga Road, Bldg 3, Suite 110, Bryn Mawr, PA 19010 (hereinafter called CCMS) pursuant to 38 U.S.C. 2304(c)(1), FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The VA has successfully hired phlebotomists for the Medical Center and for the Adam Benjamin Jr. Community Based Outpatient Clinic (CBOC). However, all new staff have not been cleared (VetPro, security background investigation) to begin working at the two sites. It is estimated that the remaining staff will be cleared on or before September 30, 2017. Therefore, continued contracting support is required for Pathology & Laboratory Medicine Service (PaLMS) to continue full lab operations. CCMS provides phlebotomy services at the VA and CBOC. CCMS is the only contractor that has the resources (manpower, experience, technical/operational knowledge, VA Veterans Integrated System Technology Architecture [VISTA] and Computerized Patient Record System [CPRS] experience, VetPro and background investigation clearances) to perform the critical mission for the short-term contract. The VA requires its contract employees to complete and receive a favorable background investigation before commencing work on the contract. CCMS s phlebotomists have received favorable background investigations. This process would require a lead time of 3-4 months for a new contractor. VA contract phlebotomists are also required to be credentialed to perform these duties. This process could take up to 4 months. CCMS is the only company that has phlebotomists who are credentialed enabling them access to patient records. CCMS is the only company that has phlebotomists who are credentialed and who have favorably adjudicated background investigations. Proceeding with an award to any vendor other than CCMS would cause unacceptable delays for patients to receive blood draws and for the results to be returned for diagnosis and treatment. The consequences would be detrimental to providing timely patient care. Sources interested in responding to this notice are required to submit a capability statement that includes experience, certifications, and evidence that its phlebotomist were VetPro clearances and were favorably adjudicated with background investigations. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement or to proceed with a sole source two-month contract. Responses to this announcement must be submitted in writing to the Contracting Officer no later than 1:00PM Central Time, July 31, 2017 to the following email address: Patrice.Bond@va.gov.
