Description
The Department of Veterans Affairs Medical Center has a need for Court Reporter Services. The contractor shall provide court reporting services and deliverables for the VISN 6 Veterans Affairs Medical Centers (VAMCs) and Community Based Out-Patient Clinics (CBOCs). A formal Request for Quote (RFQ) will be issued on or about August 3, 2017 via Federal Business Opportunities (FedBizOpps) website via https://www.fbo.gov/. The Government intends to award a firm-fixed price Multiple Award Blanket Purchase Agreement (BPA) up to seven (7) vendors in accordance with all terms, conditions, provisions, and specifications of the solicitation. The applicable NACIS code is 561492 with a size standard is $15 Million. This will be a cascading set aside strategy. The evaluation of offers received in response to the solicitation will use a tiered or cascading order of precedence. Tiered evaluation of offers, also known as cascading evaluation of offers, is a procedure used in negotiated acquisitions when market research is inconclusive for justifying limiting competition to small business concerns or sub-categories of small business concerns. The contracting officer (1) Solicits offers from both small and other than small business concerns that will be evaluated in the following tier order: (a) service-disabled veteran-owned small business (SDVOSB); (b) veteran-owned small business (VOSB); (c) all other small business concerns; (d) other than small business. (2) If an award or a sufficient number of awards cannot be made at the first tier, evaluation of offers will proceed at the next lower tier until an award or a sufficient number of awards can be made. SAM database at https://www.sam.gov Service Disabled Veteran Owned Small Business and Veteran Owned Small Businesses must be registered and verified in VetBiz. Vendors can access VetBiz at https://www.vip.vetbiz.gov/ The Contracting Officer is: Tiera Clark VAMC Hampton 100 Emancipation Drive Bldg. 27 Hampton VA 23667 If you have any questions or need additional information, please contact Tiera Clark at Email address: tiera.clark@va.gov.
