- BACKGROUND The Department of Veterans Affairs (VA), Office Human Resources Management (OHRM) will continue its transformation taking a strategic look at its people, technology, business processes and data needed to better support the workforce of the future and create a valued organization. OHRM implemented its Human Resources Line of Business (HR LOB) in 2011 to transition a Department-wide human resources information system (HRIS). VA s HR Smart system transitioned to full operational status in 2016, supported by a shared services environment. Over the next few years, OHRM will make continued investments in enabling technologies to bring on enterprise capabilities to improve its management systems, processes, and customer support services. OHRM heavily depends on the continued automation of workflows and processes through software applications, tools, and systems. The following are activities in which OHRM seeks support: Support services for the design, development, implementation, assessment, and continuous improvement of enterprise human resources information technology (HRIT) solutions. Continued stabilization of HR Smart and implementation of its integration with other systems, 9.2 upgrade, self-service functionality, and new features. Support services for a portfolio of programs and enterprise projects including but not limited to: classification, electronic official personnel folder, job requisition/recruitment, USA Staffing, USA Hire, and workforce and analytics, and data management tools. Focus investments on the discovery, design, development, implementation, and sustainment of non-core capabilities such as acquisitions management, benefits management, compensation management, employee and labor relations management, performance management, talent management, and separations management, and workforce analytics and data management tools, and helpdesk ticketing tools. Support services that target improvements for the employee experience, the veteran experience, and promote a unified performance improvement culture. Support services that enable continued operational efficiencies for sustainable end-to-end HR services that support the HR Lifecycle. The following are anticipated program improvements and outcomes: Strategic view of technology and services to enhance capabilities and delivery; Enhanced enterprise shared services capabilities and processes; Unified data governance and reporting structure; Integrated enterprise approach to HRIT solutions; Established continuous performance improvement environment creating operational efficiencies, leveraging economies of scale, and reducing duplicative investments; Consistent service delivery and customer service; and enhanced processes to measure success by outcomes to customers and veterans. INSTRUCTIONS THERE IS NO SOLICITATION AT THIS TIME. This sources sought notice does not constitute a request for quotes or proposals. Submission of any information in response to this sources sought notice is purely voluntary. The Government assumes no financial responsibility for any costs incurred. The responses to this sources sought notice will be used for market research purposes. If your organization has the potential capability to perform these services, please provide a response as follows Cover Sheet 1 page Include the following information: 1. Capabilities Statement and Market Information no more than 20 pages Please elaborate in all areas below. For each area, list the labor categories that would use to perform the efforts. Enterprise HR Systems Implementations Demonstrate your understanding of the Office of Personnel Management s (OPM) Human Resources (HR) Line of Business (HRLOB) shared services enterprise architecture reference models including business model, data model, performance model, and service component model. State applicable federal experience applying the enterprise architecture reference models. Demonstrate your experience and knowledge assessing and integrating existing stovepipe functionalities into enterprise-wide solutions. Demonstrate your understanding of, experience and knowledge with enterprise HRIS implementations in a shared services environment. The response shall include the following: (1) A thorough understanding of and experience with PeopleSoft 9.1 or higher to execute system implementations for federal HR processing including core functions including personnel action processing, benefits management and compensation management, (2) A thorough understanding of and experience with PeopleSoft 9.1 or higher to execute system implementations for self-service capabilities, functionality enhancements, upgrades, as well as non-core functions including staff acquisitions, performance management, talent management, employee relations and onboarding, (3) Your experience and knowledge supporting the planning, coordination, execution, tracking, and monitoring of PeopleSoft 9.1 or higher system upgrades in a large complex customer organizational environment, comparable to a fortune 500 company, (4) Your understanding of PeopleSoft 9.1 or higher position management functionality, and how the capability can be leveraged and integrated with other systems and/or tools to support enterprise position management processes, practices and governance. Demonstrate your understanding of and experience using workforce data analytics tools in the work environment and analysis of data inputs to provide management recommendations to support decisions at the Department-level. Demonstrate your experience and knowledge planning, coordinating, and implementing enterprise data cleanup, data management, data integration, and data quality strategies and tools. The response shall include how automation was leveraged or can be leveraged to manage, track, and monitor data activities. Demonstrate your experience and knowledge supporting a large customer organization, comparable to a fortune 500 company, to develop an enterprise HRIT strategic plan and roadmap. This response shall include the following: (1) Your approach to its development, implementation, and updates. (2) Your approach to assessing enterprise HR capabilities. (3) How your approach contributed to successful implementation to support strategic planning and alignment of an enterprise HRIT strategy to Department or Agency strategic goals, fiscal budget plan, IT plan, and acquisitions. (4) Your approach to rollout and garnering executive level, senior manager, and user stakeholder buy-in and commitment. Operations and Maintenance Demonstrate your experience and knowledge providing strategies, techniques, tools, processes to manage a portfolio of enterprise HR systems in an operations environment and continuously improve the environment. The response shall address the approach used to manage parallel operations for legacy, new systems implementations with phased deployments, and/or upgrades. Demonstrate your experience and knowledge using release management strategies to plan, track and execute HR systems releases. The response shall address the following: (1) How automation was or could be used to integrate and improve release management processes. (2) Your approach to integrate release management across multiple systems that have transitioned into operations. Demonstrate your experience and knowledge using defect management strategies to track, monitor, and defects for HR systems implementations. The response shall address how automation was or could be used to integrate and improve defect management processes. Demonstrate your experience and knowledge with creating strategy, planning implementing, and monitoring sustainable processes in an operations environment such as system maintenance, system performance, user access, and other customer support activities. Describe your experience and knowledge using effective strategies and automated tools to manage and monitor functional helpdesk operations, performance, and continuously assess and improve operational efficiency. Describe your experience and knowledge performing predictive analysis, resource level projections, developing and monitoring outcome measures, and reporting to support helpdesk standup, surges, and stabilization. Demonstrate your experience and knowledge of planning and developing PeopleSoft 9.1 and higher reports and queries? Organizational Change Management Demonstrate your experience and knowledge in supporting large-scale organizational change management of enterprise HR systems implementations. The response shall include the following: (1) A description of how you supported large complex organizations to assess, baseline and understand current change management maturity level and develop a plan to progress along the change continuum. (2) Your experience, knowledge and approach to conducting an integrated organizational change management assessment of a user population for a large complex organization to identify gaps and recommend strategies to promote end user adoption of enterprise HR systems, tools, processes, and governance practices. (3) Your experience and knowledge managing change for a large user population to increase user acceptance, adoption, and integration of systems, tools, and business processes into the operational environment, as well as your approach to stabilize the user community. Demonstrate your experience and knowledge executing enterprise training and development solutions for enterprise HR systems in a shared services environment. The response shall address the following: (1) Planning and developing training curricula for role-based and classroom instruction to support the implementation of new enterprise HR systems, tools, upgrades, and/or releases. (2) Your approach to determining the type of curricula developed based on key learning objectives and their differences. (3) Your experience and knowledge converting training materials to support enterprise HR systems implementations to modularized web-based self-pace training in a talent management system. (4) Your experience and knowledge developing an enterprise training strategy and logistics plans to execute enterprise user training to support enterprise HR systems implementations, tools, upgrades, and/or releases. The response shall address factors considered when developing your approach and recommending solutions, criteria used to identify training population, selection of learning modalities, learning objectives and levels, timelines, schedules, and coordination strategies. (5) Your experience and knowledge in using a Training Evaluation Model based on industry best practices to assess training components to include planning, coordination, delivery, and delivery to demonstrate Return on Investment (ROI) of enterprise HR systems? The response shall include opportunities that were maximized to automate the process and experience developing tools and solutions. Demonstrate your experience and knowledge executing enterprise strategic and tactical communications solutions for enterprise HR systems in a shared services environment. The response shall address the following: (1) Your experience and knowledge recommending strategies to plan, coordinate, develop, and disseminate strategic versus tactical communications artifacts and the differences between each communications type. (2) Your approach to determining audience, type, frequency, and delivery method at different phases of a project, program or initiative based on HR system development lifecycles, implementations, and operations. (3) Your experience and knowledge in the strategic and tactical multi-channel communications required to demonstrate ROI. Describe your experience and knowledge supporting transition activities to implement and/or deploy enterprise HR systems in a shared services environment. The response shall include the following: (1) Your approach to stakeholder outreach, awareness/education, leveraging community forums, and processes to solicit user feedback. (2) Strategies to use this information for continuous improvement. Describe your experience and knowledge to recommend the best approach to storyboard, design, and develop interactive videos to educate and/or provide awareness to various stakeholders and users regarding an enterprise HRIT strategy, systems implementations, data and business processes. The response shall include the following: (1) Your experience meeting 508 compliance standards for the content and video storage. (2) Your expertise in the area and ability to innovate. Describe your experience and knowledge to recommend the best approach, execute, maintain, and update a user-friendly page design, streamlined content, and visual display in Microsoft SharePoint 2013. The response shall include your experience meeting 508 compliance standards for the content and SharePoint. Program Management Demonstrate your experience and knowledge supporting a large customer organization, comparable to a fortune 500 company, in the Planning, Programming, Budgeting, and Execution (PPB&E) process. The response shall also address your approach to supporting the customer to plan, justify, and execute a HRIT budget. Demonstrate your experience and knowledge managing multiple complex tasks, deliverables, and supporting activities concurrently to execute and continuously improve an enterprise program portfolio comprised of enterprise HR systems implementations and program operations. The response shall address the following: (1) Your approach to integrating management of strategic, technical, change management, and operational tasks, deliverables, and activities. (2) How your approach contributed to your success with meeting and/or exceeding quality standards and timelines. (3) How you used automated solutions to integrate, track, monitor, and report on tasks, deliverables, and activities, and whether or not it was successful. Demonstrate your experience and knowledge supporting a large customer organization, comparable to a fortune 500 company, to plan, standup, integrate, execute, assess, evaluate, and continuously improve an enterprise program portfolio. The response shall address the following: (1) Identify your preferred methodology used, why you chose that method, and how it helped you successfully execute. (2) Your approach to assessing program health, identifying program gaps and opportunities for improvement, and reengineering business processes to support the program. (3) How environmental factors, challenges, and risks were taken into consideration to recommend a feasible and achievable solution. (4) How automated tools and processes were leveraged to increase program efficiency and effectiveness. Demonstrate your experience and knowledge supporting a large customer organization, comparable to a fortune 500 company, to identify, document, and report against strategic alignment, budget, schedules, dependencies, resources, risks, and issues for an enterprise program portfolio. The response shall address the following: (1) How you have effectively developed, tracked, and managed an integrated master schedule and project schedules to include monitoring the critical path. (2) How you have effectively used monitoring forums such as a program management review meeting to report status of program health and project status for efficient tracking. (3) How you effectively used automated tools to monitor program health and project status and visually display this information in a user friendly format. (4) How you have effectively implemented solutions to transfer knowledge from across enterprise programs, projects, and multi-disciplinary integrated project/program team. (5) Your recommendation on various components that should be considered and managed to effectively and efficiently execute enterprise portfolio management. Demonstrate your experience and knowledge with facilitation management of multiple concurrent program and/or project meetings to include planning, coordinating, tracking, executing and documenting meeting outcomes. This is a highly complex requirement and requires expertise in the areas above. Failure to provide responses that address the areas described above will result in a determination that your company does not have the capability to meet the requirements.
