Description
This is a SOURCES SOUGHT SYNOPSIS and is not a solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified Small Business, HUBZone, 8(a), Service Disabled Veteran owned, and Women owned Small Business firms. Responses to this Sources Sought Synopsis will be used by the government in making appropriate acquisition decisions. The Bureau of Reclamation, Pacific Northwest Region, anticipates a future IDIQ procurement to acquire for Architectural-Engineering Survey and Mapping services (FAR Part 16 Brooks Act procurement) in the states of Idaho (including small portions of Montana and Wyoming), Oregon and Washington. Reclamation anticipates a separate IDIQ for each state. The IDIQs are to support Habitat Improvement for Anadromous Fisheries, Facility Management, and Other Reclamation Programs. Surveys are needed for the following types of Habitat Improvement actions: correcting passage barriers; correcting stream flow deficiencies; and correcting screen deficiencies. Contractor will be required to collect and process survey data that will be used by Reclamation and others for appraisal, feasibility, or final designs and cost estimates (including appropriate field engineering, surveying, geologic mapping of potential structure sites and potential construction materials sources, location of utilities and similar work) and the preparation of suitable data, maps, drawings, and documentation. The Contractor may be called upon to prepare maps, drawings, and charts depicting information specified by Reclamation. The proposed contract duration will be five (5) years, base year plus four option years. Sources are being sought for firms with a North American Industry Classification System (NAICS) Code of 541370 with a Small Business Size Standard of $15 million. Responses are requested with the following information, which shall not exceed a total of eight pages: 1. Offerors' name, address, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification to include any designations as Small Business, HUBZone, Woman owned, Service Disabled Veteran Owned, or 8(a) shall be indicated on first page of submission. 3. Description of capability to conduct survey and mapping as described above to support Habitat Improvement for Anadromous Fisheries, Facility Management, and Other Reclamation Programs. 4. Past performance/experience on contracts of similar scopes of work or IDIQ contracts, describing no more than three (3) contracts (or specific task orders) completed within the past five years of the issue date of this Sources Sought Notice. The past performance information shall include project title, location, general description of the A-E Services to demonstrate relevance to the proposed project, the Offerors' role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). If submitting past performance/experience on a project in the role of a subcontractor, include the Prime Contractor's name and a quantifiable amount (percentage) of the project your company contributed to the overall scope of work. Prime Contractor experience is preferred but not required. 5. States that your company can support. NO RESPONSES WILL BE ACCEPTED BY FAX.
