- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-17-172 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-95. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 1000 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to contract on a sole source basis with ParvoMedics Inc., 8125 South 1715 East Sandy, Utah 84093 to procure the ParvoMedics TrueOne 2400 Metabolic Measurement with following items: 3 EAParvoMedics TrueOne® 2400 Canopy System 1 EAParvoMedics TrueOne® 2400 with 2 Valves, Polar Interface, Shipping/Training. 1 EAHans Rudolph 7450 Series Face Mask and Shipping, Med - Ext Small (2 sets each), Large/Petite (1 set each) 4 EAExtended Year 4&5 warranty of TrueOne® Analyzer and Pneumotach per System These metabolic carts allow us to measure the dietary needs and metabolic responses to therapeutic treatment in healthy volunteers and patients in the Clinical Center. We serve as a Core facility to all studies in the Clinical Center that want to observe basal, maximal, and experimental metabolism. We require these instruments to provide measures of resting and exercise energy expenditure at a patient's bedside or in an exercise physiology laboratory. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. The NIDDK lab group in the Diabetes, Endocrinology, and Obesity Branch measures free living physical activity and exercise, energy expenditure, and body composition. We serve as a core facility that will provide these services to all groups in the NIH clinical center, with active protocols collaborating with NIDDK, NIMH, NICHD, NHGRI, NHLBI, and NIAAA. Measurements of EE are critical for understanding human calorie requirements, monitoring the efficacy of treatment, and determining cardiovascular fitness level- a strong predictor of cardiovascular health. This is a renewal of an ongoing system at NIH. ParvoMedics is the sole source for the TrueOne 2400 EE carts, and competitive quotes were obtained in previous POTS orders. The continuity of using ParvoMedics Inc EE products will allow us to directly compare long-term interventional treatments with new measurements, as well as ensure validity of current measures. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
