Fredericks, Contracting Officer (303) 497-7763 This requirement is conducted under Federal Acquisition Regulation (FAR) 13.106-1(b). This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. Firms who want to challenge the sole source must submit an interest letter that demonstrates your firm's ability to provide an equivalent supply as described below. Interested parties must provide rationale as to why they should be considered. All interested firms must respond to this special notice by 7 August 2017, 11:00am, Mountain Time to Michael G. Fredericks at michael.fredericks@nist.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NIST will not reimburse for any costs connected with providing the capability information. Description: The National Institute of Standards and Technology (NIST), intends to award on a sole-source basis under the authority of FAR 13.106-1 (b) with Attocube Systems Inc., Berkeley, California. Sole Source determination is based on the market research that shows only one vendor manufactures and sells the required items that meet all NIST specifications. The NAICS code 334519 – Other Measuring and Controlling Device Manufacturing, with a size standard of 500 employees. SPECIFIC REQUIREMENTS: A commercially available stick slip piezo positioning system with 3 axis (x, y, z) which have a range of at least 15mm in the x and y directions and at least 10mm in the z-direction. The positioners must operate from 300K to below 3K. Additionally the z-stage must have a closed-loop position encoder. TECHNICAL SPECIFICATIONS NB687090-17-03003 Cryogenic Positioning System (Stick-slip positioners) 1. The positioner shall operate from room temperature down to below 3K. 2. The positioner shall have a translation range of at least 15mm in the x and y axes. 3. The positioner shall have a translation range of at least 10mm in the z direction 4. The x and y stages shall have a footprint less than 55mm x 55mm and the height shall be less than 15mm for each stage. 5. The z-stage shall have a position encoder to allow for closed loop control of the axis. 6. It must be possible to combine the 3 stages in to a single 3-axis positioning system 7. Control electronics shall be included for the respective positioners where NIST does not already have existing control electronics. 8. The positioners must be constructed entirely from non-magnetic materials. 9. The positioners must be high vacuum (< 1E-7 Torr) compatible. TECHNICAL CONSIDERATIONS: The system shall be a production model, not a prototype or one-of-a-kind system. Must be new and not used or refurbished. DELIVERABLE SCHEDULE: 26 Weeks ARO NIST will operate the positioners at 4K and high vacuum conditions, and will verify the appropriate translation range. Additionally, for the z-axis, NIST will verify compliance with the position accuracy.
