Description
system requirements This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-17-143 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-95. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 1000 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) have a requirement for a vendor who can provide quantity of (1)" brand name or equal" to Bruker BioSpin EMXnano Bench-Top System Standard as follows: Item 1) ID#: E7004002: EMXnano X-band Bench-Top CW EPR Spectrometer System Comprising: •Microwave Unit w/Universal x-band CW EPR Resonator •Signal Channel Module •Magnetic Field Controller •Magnet Unit •Pc w/Linux Operating System •Xenon Data Acquisition and Processing EPR Software Package •Integrated, motorized reference standard •EPR Quantification Package (SpinCount & SpinFit Modules) •EPR Standard Sample Set •EPR Sample Tubes & Capillaries Set •Sample Tube & Capillary Holder Set •Sample positioning tool •Video user guides Item 2) Installation Item 3) Freight to Loading Dock at Destination See Attached Mandatory Performance and Service calls requirements. The lab at the National Institutes of Health studies structure and function of G protein-coupled membrane receptors, primarily type II cannabinoid receptor CB² involved in immune response as well as in inflammatory processes in a variety of organs including liver, kidneys and the gastrointestinal systems. The receptor is a sought-after target for pharmacological intervention including treatment of alcoholism-related illnesses. Structural and functional studies on the receptor at SNMR are aimed at developing strategies to target cellular signaling pathways controlled by the receptor. The benchtop X-band EPR spectrometer will be used to chemically and structurally characterize cysteine residues on the receptor that have been chemically labeled with stable nitroxide radicals which report on the polarity and dynamics of the labeled sites as well as on distance between labeled sites at atomic resolution. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items -Evaluation Procedures: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, based on lowest price-technically acceptable. Only those offerors determined to be in compliance with the requirements as stated in this solicitation will be considered for award. Non-conformance with this requirement may result in the offeror's quote being determined unacceptable. FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
