Description
The Centers for Disease Control and Prevention (CDC), Office of Noncommunicable Diseases, Injury and Environmental Health (ONDIEH), National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP), Division of Cancer Prevention and Control, intends to negotiate a sole source contract with London School of Hygiene and Tropical Medicine, London, United Kingdom, to evaluate, analyze and publish data from up to 45 National Program of Cancer Registries funded cancer registries participating in the CONCORD-3. Population-based cancer survival is a key measure of the overall effectiveness of healthcare and healthcare delivery. Disparities in survival are thought to be attributed to differences in access to and utilization of screening, diagnostic and treatment services. Identifying and quantifying these disparities may help in the formulation of effective strategies to reduce inequities in the receipt of cancer related health services. The London School of Hygiene and Tropical Medicine (LSHTM) administers the CONCORD Programme: long-term surveillance of cancer survival world-wide an international partnership to evaluate the effectiveness of global cancer control. Cancer registries supported by the CDC's National Program of Cancer Registries (NPCR) have participated in both the first CONCORD study2 and the second (CONCORD-2) study. The use of other than full and open competition for this acquisition is conducted under the authority of 41 United States Code (U.S.C.) 253(c)(1) as set forth in Federal Acquisition Regulations, Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a Capability Statement demonstrating their abilities to meet this requirement. All responses will be considered. All Capability Statements shall be received by the closing date of this synopsis and shall be submitted in writing. Responses may be sent via email to luw9@cdc.gov.
