- The National Aeronautics and Space Administration (NASA) Armstrong Flight Research Center (AFRC) plans to issue an Invitation for Bids (IFB) to Revitalize Mission Control Electrical Systems located at Edward Air Force Base, Edwards, CA. The purpose of the project is to upgrade and replace electrical infrastructure including uninterruptible power supplies, HVAC, and power distribution units serving critical systems within the Building 4800 complex, building 4848, and Electrical Substation One (1). New electrical equipment will be connected to existing Siemens panels, obsolete systems will be demolished, and the fire alarm system at B4848 will be connected into the complex wide fire alarm system at Post 1. The order of magnitude for the procurement is between $5,000,000 and $10,000,000 and the effort shall be completed within 569 calendar days after notice to proceed. This procurement is a HUBZone Small Business set-aside. The NAICS Code and small business size standard for this procurement are 238210 and $15 million, respectively. The anticipated release date of the IFB is on or about Tuesday August 15, 2017 with an anticipated offer closing date of on or about Thursday, September 14, 2017. The firm date for receipt of bids or proposals will be stated in the IFB. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. The solicitation and any documents related to this procurement [with the exception of the specifications and drawings] will be available over the Internet. The process for obtaining the specifications and drawings will be identified with the issuance of the IFB. These documents will be in Microsoft Office format and will reside on the Federal Business Opportunities web site, which may be accessed using a your browser application. The Internet site, is https://www.fbo.gov/ enter 80AFRC17B0005 in the Key Word / Solicitation Number search box to find the solicitation documents and any amendments. Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). All responsible sources may submit a bid which shall be considered by the agency. FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) An organized site visit and location will be determined at the issuance of the solicitation.
