- The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a sole sources firm fixed price contract, under other than full and open competition by the authority of FAR 13.106-1(b), to Advanced Power Control, Inc. of Newark, Delaware, Advance Power Control, Inc is an authorized Alerton Building Automation Service preventive maintenance services provider. This acquisition is for a twelve (12)month base period with four (4) twelve (12) month option periods for preventative maintenance services for an existing Alerton Envision for BACtalk building automation system. Preventative maintenance services are required to provide software application and controller firmware revisions to ensure that known problems are remedied or enhancements introduced; programming and field panel diagnostics and revisions to ensure that discovered problems are remedied; and database backups to done to ensure that historical data is maintained and system recovery is possible. To allow communication between the various equipment used in the heating, ventilating, and air-conditioning industry, ASHRAE (American Society of Heating, Refrigeration, and Air-Conditioning Engineers) developed an open communication protocol referred to as BACnet. While the industry has standardized the protocol used to communicate, industry manufacturers use proprietary equipment to perform the programming and setup of devices used in the system. These devices reside at the management, integration, and field control level of the communication hierarchy. The EFB building automation system is a proprietary product manufactured by Alerton. This system is used to control various mechanical equipment that maintain the required environmental conditions in, amongst other areas, one of the most critical laboratory buildings, the Advanced Measurement Laboratory, on campus. This requirement is expected to be awarded in September, 2017. The North American Industry Classification System (NAICS) code for this acquisition is 334512 and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 p.m. (EST) on August 15, 2017. Inquiries will only be accepted via email to donald.collie@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
