- NOTIFICATION OF INTENT Contracting Activity: U. S. Army Corps of Engineers (USACE), Savannah District (SAS) USACE SAS has a need to increase the dollar capacity of the W912HN-14-D-0017 contract awarded in accordance with FAR 36.6 and Public Law (P.L.) 40 to Mason & Hanger Group Inc. Due to the circumstances described herein, a Justification and Approval (J&A) is being initiated to increase contract capacity by $10,000,000. The original ordering period, currently scheduled to end 30 September 2019, will not change. Authority Cited: 10 USC 2204(c)(1), as implemented by FAR 6.302-1(a)(2)(iii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements. Reason for Authority Cited: 10 USC 2204(c) (1), as implemented by FAR 6.302-1(a) (2) (iii) (B), was cited because of the critical situation existing at SAS which will incur the unacceptable delays associated with the re-acquisition of the requirement. Architects-Engineers (A-E) contracts are awarded based on their capability in accordance with P.L. 40, Chapter 11 - Selection of Architects and Engineers (A-E). W912HN-14-D-0017 was issued based on the contractor's demonstrated competency and qualifications to accomplish work. SAS initiated the acquisition strategy process for the current General Design contracts in May 2012. At the time the Acquisition Strategy was developed, there was no indication that a significant increase in the workload would occur above the anticipated projection. However, after the contracts were awarded, there was a tremendous increase in demand for general design and other A-E services. Follow-up actions of solicitation development, issuance of synopsis, and Selection Board activities are currently being worked. However, any contracts awarded as a result of the current approved acquisition strategy will not be executed in time to meet the District's FY2017 - FY2019 mission. Therefore, increasing the capacity on the already awarded A-E contract is in the best interest of the government in meeting the SAS District requirements.
