Amendment 000001 Request for Information (RFI) Number: 1605DC-17-N-00005 Research Communications and Logistics Support For Department of Labor (DOL) Chief Evaluation Office (CEO) The purpose of Amendment 000001 of Request for Information (RFI) Number 1605DC-17-N-00005 is to: 1. Extend the due date for the submission of Capability Packages to FRIDAY, AUGUST 11, 2017, 5:00 P.M. EST. REQUEST FOR INFORMATION Research Communications and Logistics Support For Department of Labor (DOL) Chief Evaluation Office (CEO) Request for Information (RFI) Number: 1605DC-17-N-00005 1.0 PURPOSE AND OBJECTIVES The United States Department of Labor is conducting market research for potentially one (1) or more upcoming requirement(s) involving a range of communication and dissemination services, as well as general evaluation and logistical support relevant to the functions of a research and evaluation office. 2.0 PROJECT DESCRIPTION The upcoming procurement(s) will involve research and evaluation support and/or logistics services to support the Department of Labor (DOL) Chief Evaluation Office (CEO). The contemplated requirements for this procurement(s) can be related to all or some of the following: designing and implementing a research communication strategy; developing and testing outreach approaches; cultivating stakeholder engagement; and providing planning and logistical support for research events and meetings. Established in 2010, the CEO coordinates, manages, and implements DOL's evaluation program and is committed to doing so by supporting high-quality independent evaluations and instituting an evidence-based culture throughout the Department. The purpose of the contemplated services is to support the CEO in: (1) translating, communicating, and disseminating evaluation findings from reports and other project deliverables to ensure they are broadly available and easily accessible to relevant stakeholders, including but not necessarily limited to policymakers, DOL leadership, DOL specific agencies and programs, DOL partners in the field, the populations served by DOL programs, researchers, and the general public; and (2) developing and implementing expert engagement approaches, such as technical work groups, special topic symposia, commissioned paper(s) series, consultations, seminars, etc., as relevant to DOL research priorities and evidence-building activities, and particularly as related to the development, design, implementation, and reporting of DOL-funded research studies ; and (3) planning and coordinating events and meetings, as well as arranging logistical support for all expert engagement activities, as well as other stakeholder groups in research office activities. Key Personnel and Workload Estimate DOL's contemplated requirement includes onsite support by key personnel at the following approximate levels of commitment, which may be distributed across more than one (1) individual: • Expert Engagement and Research Logistics Support - 2000 Hours Per Year. • Research Communication and Dissemination - 2000 Hours Per Year. Respondents may include labor categories that typically will be utilized to perform this service, for planning purposes. Additionally, we anticipate that the contractors would facilitate travel logistics, per diem, etc. of subject matter experts and other stakeholder individuals and groups. 3.0 RFI RESPONSE INSTRUCTIONS The Government is seeking responses ONLY from eligible Contractors designated as an 8(a) Small Business by the United States Small Business Administration (SBA). Interested 8(a) Vendors are requested to respond to this RFI with the following. 3.1. Point of Contact (POC) Information: Name, mailing address, phone number(s), fax number, and e-mail address of designated point(s) of contact. 3.2. Business Registration Information: Commercial and Government Entity (CAGE) Code; Dun & Bradstreet (DUNS) Number; and Tax Identification Number (TIN). 3.3. Informal Statement / information confirming 8(a) Small Business status. Please note that no direct documents from the SBA are needed to fulfill this requirement. 3.4. Types of Contracts Held: For example, General Services Administration (GSA) Schedule Contract, National Aeronautics and Space Administration Solutions for Enterprise-Wide Procurement (NASA SEWP) Contract, etc. Please provide the Contract Number for any contracts held-such as a GSA Schedule Contract Number. 3.5. Capability Statements: Capability Statements are limited to 25 Pages (Not including charts, graphs, and matrix / cross reference information). Respondents are strongly encouraged to describe their capabilities as applied to demonstrated experiences and particularly experiences with governmental and/or non-governmental entities similar to the CEO. QUESTION 1: Explain how the Offeror has a minimum of 3 or more years experience in developing, executing, and testing/adapting communication strategies particularly as related to research and evaluation, in close collaboration with federal leadership and staff. B. QUESTION 2: Explain how the Offeror has a minimum of 3 or more years experience in developing, writing, executing, and testing/adapting dissemination and outreach activities, including through research briefs, newsletters, strategic website design, and social media engagement activities. C. QUESTION 3: Explain how the Offeror has a minimum of 3 or more years experience in developing, planning, and coordinating logistics for a variety applied research events and activities including but not limited to symposium, technical expert panels, working groups, advisory groups, meetings, calls for papers or projects, etc. D. QUESTION 4: Explain how the Offeror has a minimum of 3 or more years experience in identifying and developing stakeholder engagement activities, including integrating stakeholder feedback into communication, dissemination, and outreach approaches. E. QUESTION 5: Explain how the Offeror has a minimum of 3 or more years experience in identifying and coordinating the contributions of relevant experts and other Stakeholder groups. 3.7. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. Contractors are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. NO TELEPHONE INQUIRIES WILL BE ACCEPTED. The documentation provided will not be returned.
