- INTRODUCTION This is a Small Business Sources Sought (SBSS) notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This notice is issued to help determine the availability and type of qualified Small Business companies technically capable of meeting this potential government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. The notice is strictly for research and information purposes only. The information requested will assist the Government in determining the appropriate acquisition method including small business socio-economic set-aside possibilities and to determine the availability of qualified Small Business companies technically capable of meeting the Government's potential requirement. All Small Business companies with the capability and availability to perform the requirement under the applicable NAICS code are invited to submit a response to this notice. NORTH AMERICAN CLASSIFICATION SYSTEM (NAICS) CODE The NAICS code applicable to this requirement is 512110 Motion Picture and Video Production with associated business size standard $32.5 million. BACKGROUND The National Institute of Mental Health (NIMH) is one of 27 Institute Centers at the National Institutes of Health (NIH) committed to making important discoveries that improve health and save lives. NIMH is the lead federal agency for research on mental disorders. The mission of NIMH is to transform the understanding and treatment of mental illnesses through basic and clinical research, paving the way for prevention, recovery, and cure. As stated in the National Institute of Mental Health's (NIMH) Strategic Plan for Research (https://www.nimh.nih.gov/about/strategic-planning-reports/index.shtml), NIMH's mission is to transform the understanding and treatment of mental illnesses through basic and clinical research. In part of fulfilling this mission, it is a priority of NIMH to not only communicate with scientists, patients, and providers, but also the general public about the science of mental illnesses. The purpose of this acquisistion is to further extend NIMH's current initiatives of educating the general public about the novel research that is funded or conducted by NIMH and a potential participation in NIMH clinical trials, but in a manner that is engaging and accessible to the lay viewer. This contract aligns closely with Strategic Objectives Three (3) and Four (4) of the NIMH Strategic Plan, which are to strive for prevention and cures as well as strengthen the public health impact of NIMH-supported research. PURPOSE AND OBJECTIVES This potential requirement seeks a contractor to provide professional video and multimedia production services to produce a series of videos to educate the general public about the research that is being funded or conducted by NIMH. These videos will be used as a tool to help educate and raise awareness of the scientific advancements in the area of mental illnesses, in a way that is accessible to a non-scientific, general audience. These videos may be shown/distributed through various media outlets, such as websites, social media channels, and/or internal media broadcasting systems. They will help break down complex scienctific concepts to a general audience in a way that is compelling and memorable, highlighting the challenges patients and families dealing with mental disorders face, and conveying the sense of hope brought about by NIMH-funded research. NIMH staff/employees will be a secondary audience. The primary goal is to engage members of the public, partners, and other NIMH stakeholders. Highlighting NIMH research-and the Institute's mission in general-will raise awareness and potential participation in NIMH clinical trials. The successful completion of the overall video production contract will result in: 1.Increased exposure of NIMH's mission and scientific initiatives; 2.Increased exposure of NIMH's scientific advancements; 3.Increased engagement and awareness around the science of mental illnesses. PROJECT REQUIREMENTS This Small Business Sources Sought notice seeks responses from qualified sources that are capable of providing the following salient service requirements of this potential government requirement. Specifically, The scope of this project is to provide multimedia and video Production of Short Videos Related to NIMH-Funded Research for Use in External and Internal Media Channels. Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work below. Specifically, the Contractor shall provide services and materials necessary to complete the following essential tasks: 1.Production of 5-7 videos that educate the general public about the research that is being funded or conducted by NIMH; used as a tool to help educate and raise awareness of the scientific advancements in the area of mental illnesses in a way that is accessible to a non-scientific general audience. 2.Pre-production shoots will be scheduled in a coordinated fashion, with multiple shoots being scheduled in one day (if possible), and and post-production editing of the videos will be done one or two at a time with the release of the videos at various times over a one year period. The first video shall be completed in time for release no later than 90-120 days to allow time for conceptualizing, storyboarding, reaching out to/schduling participants, etc 3.The awardee shall work collaboratively with NIMH staff to brainstorm ideas and strategies, concept development, develop and write scripts, and video story boards, manage shooting schedule, and edit and finalize videos based on NIMH staff direction, review, and approval. NIMH will schedule experts and coordinate with the awardee. 4.Filming shall take place at NIMH approved locations with appropriate audio and lighting equipment for interviews and other shots in or around NIMH loactions in the metro DC and metro Baltimore areas. 5.The awardee must supply all necessary equipment, trained production staff, voice-over talent, and actors that may include NIMH scientists and staff, music, graphic designers, stock photos, and B-roll as needed to complete the project. 6.All videos produced under this contract shall be compliant with Section 508 of the Rehabilitation Act of 1973. 7.The awardees shall work collaboratively with NIMH staff and partners to edit and finalize the video(s) before they are released based to the public. Vendors shall also demonstrate the following: 1.They are a full service multimedia production company. 2.Personnel qualifications should include documented evidence of possessing expertise and experience in the science/health communications field. 3.Have experience in videography design, including whiteboard illustrations and animation, development, and implementation, with preference in public education related to social media distribution. 4.Have the depth and knowledge of the latest technical tools available in the marketplace that will allow NIMH to achieve its goals and objectives of increasing NIMH's public exposure. 5.Demonstrate the ability to provide an innovative, unique and flexible product that meets the needs of NIMH. Period of Performance The anticipated Peroid of Performance of this potential requirement shall become effective on or around September 30, 2017 through September 29, 2018. CAPABILITY STATEMENT / INFORMATION SOUGHT Interested parties are expected to review this notice to familiarize itself with the requirements of this project. Failure to do so will be at your firm's own risk. Respondents must provide clear and convincing evidence of possessing the knowedge, skills, abilities and experience to successfully perform the requirements described in this announcement. Detailed past experience in implementing similar requirements to the requirement described in this announcement must be clearly delineated in any response provided, including a Curriculum Vitea (CV). Evidence of any published manuscripts or other documentation produced shall be used to support past experience. Respondents must provide clear and convincing documentation of their capability in providing analytical quality control and any other requirements and services specified in this notice. Respondents must provide a general overview of the respondents' opinions about the difficulty and /or feasibility of the potential requirement, and any information regarding innovative ideas or concepts. The Respondent must also provide information in sufficient detail of the respondents' (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. The respondent must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc.) pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2" x 11" paper size, with 1" top, bottom, left and right margins, and with single or double spacing. The response is limited to ten (10) pages. The 10-page limit does not include the cover page, executive summary, CV's or references, if requested. The information submitted must be must be in and outline format that addresses each of the elements of the product requirement. A cover page and an executive summary may be included but is not required. The response must include the respondents' technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. All responses to this notice must be submitted electronically to the Contract Specialist and Contracting Officer. Facsimile responses are NOT accepted. The response MUST reference the solicitation number and be submitted to Mr. Hunter Tjugum at hunter.tjugum@nih.gov and NIDASSSAPurchaseRequ@mail.nih.gov prior to the closing date specified in this announcement. The response must be received on or before the closting date/time specified in this announcement. CONCLUDING STATEMENTS Disclaimer and Important Notes. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.
