- Locations for Delivery This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement is being issued as a Request for Quote (RFQ) unless otherwise noted herein. The NJ Army National Guard wishes to purchase the following: 1. Mobile Ballistic Panels - The contractor shall be able to provide 136- 4'W x 6'H and 18- 4'W x 5'H ballistic panels that must be on lockable casters. Ballistic panels must have a minimum protection rating of United Laboratories (UL) 752 Level 5 or National Institute of Justice (NIJ) Level III. Ballistic panels are to have no windows and are to be finished in a tan color cloth to blend with office cubicles. Contractor must have the capability to deliver and assemble the ballistic panels at various locations throughout New Jersey (see attachment for locations). 2. Window Blinds and Window Film - The contractor shall be able to provide installation of approximately 5,631 square feet of mirrored window film that at a minimum will obscure visibility into facilities and will provide a one way out view for occupants and not allow viewing into the facility (Product Specifications:.002 inches thick minimum, color- Blackout/Dark Smoke, and Removable). Provide installation of 207 square feet of dual roller blinds that will have a mesh see through blind and a black out blind. The Obscuration Film/Privacy Screening will be installed at 1st Floor primary entrance doors and office windows occupied by the NJARNG Full Time Support Staff. The contractor's solution will provide all necessary film and installation required. The contractor must guarantee satisfaction for the performance of the Obscuration Film/Privacy Screening provided. Government dissatisfaction with the performance of the Obscuration Film/Privacy Screening shall be addressed at the discretion of the government. The Contractor will provide all necessary film and installation of Obscuration Film/Privacy Screening at NJARNG locations specified. This support service will include telephone support and technician service within 1 week of contact/coordination. Replacement system/parts as well as any shipping and transportation costs will be provided by the vendor. Contractor will coordinate with NJARNG Anti-Terrorism Office ensure proper installation before installation is considered complete. Asbestos containing caulking/glazing is present around windows and door frames at many NJARNG facilities. Under no circumstances shall the contractor scrape, drill, sand, and/or cause any window and/or door caulking/glazing to turn into a dust or powder during the execution of this contract. If any caulking/glazing will be impacted as a result of the execution of this contract, the contractor shall contact the NJARNG Environmental Management Bureau for direction no later than 5 working days prior to the anticipated disturbance. Evaluation Factors: The contract type for this procurement will be firm-fixed-price and award will be made on a best value determination. A best value determination will be made for the quote that has a competitive price and best meets the technical criteria presented in the performance work statement. Pricing will not be the main factor in determining award. The government reserves the right to award to other than lowest quote if a vendor demonstrates superior capabilities meeting the government's requirements, and can quote a product that is shown to meet or exceed the specifications. Technical capability will be measured in terms of the product meeting or exceeding the performance requirement. Product capabilities that exceed the government's requirements will be rated more favorably. In terms of relative importance of the factors, Performance capability and Technical when combined are more important than price. Under the evaluation criteria, it is possible that the award may be made to a higher-rated, higher-priced Offeror; where the Contracting Officer determines that the merits of the non-price factors of the higher-priced offeror is worth the price premium and attains the best value for the Government. The vendor must meet: Ballistic ratings and provide certifications, film/blinds criteria established and a service capability. All quotes are for all items requested; no partial deliveries will be considered at this time. Only new items will be accepted; no used or refurbished items. Quote MUST be good for 30 calendar days after close of solicitation. All offers must include Fed Tax ID #, Cage Code and an estimated delivery schedule. Delivery schedule: The vendor will delivery and install all film and blinds not to exceed 60 days and assemble and deliver all ballistic panels not to exceed 120 days. Service: The vendor will provide a service capability for potential manufacturing and/or installation defects. This service plan will be evaluated as part of the quote review. The NAICS code is classified under 561621. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Electronic Submission of Payment Requests and Receiving Reports DFAR 252.232-7003 apply to this requirement. In order for vendors to be paid, all vendors must now use an E-invoicing system called Wide Area Work Flow (WAWF). To gain access to the WAWF production system, vendors must acquire an account available at https://wawf.eb.mil/. Offers shall be evaluated in accordance with FAR 52.212-2, Evaluation of Commercial Items (Oct 2014) which is incorporated into this Request for Quote, with an addendum to paragraph (a)as follows: 52.212-2 - Evaluation - Commercial Items (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) capability of the items offered to meet the Government requirement; (delivery schedule)(ii) price. The Government reserves the right to evaluate proposals award a contract without discussions with offerors.
