- ******UPDATE****** CMS anticipates this solicitation to be posted to the FedBizOps.gov (fbo.gov) website in August 2017. The Centers for Medicare and Medicaid Services (CMS) intends to award a five-year, single-award, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to support the continuing need for a CMS Alliance to Modernize Healthcare (CAMH) Federally Funded Research and Development Center (FFRDC) Operator to support achievement of the core missions of CMS and the Department of Health and Human Services (HHS) to enable providers to deliver better healthcare at a lower cost. This enables CMS and other HHS Staff and Operating Divisions (OPDIVs) to access unbiased advice and assistance in the areas of policy, business, operations and technology, "neutral" strategic and tactical studies, analysis and proofs-of-concept of policy implications, business architecture, potential operations models and IT solution options from a trusted, objective and conflict-free source. CMS, in conjunction with HHS and its OPDIVS, sponsors the non-profit CAMH FFRDC. As the Primary Sponsor, CMS administers the FFRDC. Approval to establish the CAMH FFRDC was obtained on September 17, 2010 in accordance with FAR 35.017. FFRDCs generally address long-term issues of considerable complexity, analyze technical questions with a high degree of objectivity, and provide creative and cost-effective solutions to government challenges. FFRDCs are organized as independent entities with limitations and restrictions on their activities to best serve in the public's interest and be free of conflicts of interest. This procurement is anticipated as a full and open competition. The proposed period of performance is five (5) years from the date of contract award. CMS anticipates this solicitation to be posted to the FedBizOps.gov (www.fbo.gov) website in July 2017.
