- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number RFQ-4620-S-17-0005 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83. This solicitation will be a 100% Total Small Business Set-Aside. The associated NAICS code is 333111 (Farm Machinery and Equipment Manufacturing), with a small business size standard of 500 employees. This acquisition is for brand name or equal of the following item as identified in the Contract Line Item Number (CLIN): 0001) 125 HP Tractor Specifications: Must be Comparable or equal to a Case IH Maxxum 125 MC T4B With the following minimum specifications: Comparable or equal to a Case IH Maxxum 125 MC T4B MFWD Suspension cab Deluxe radio with Bluetooth 2 telescoping mirrors 8 LED high power Hi-roof work lights Left hand rotary beacon Deluxe air seat 200 amp alternator HD battery with isolator 2 external 90 mm. auxiliary cylinders Cat ii/iii flex links 113L/min hyd. Pump 3 remote slow pressure return 540/1000-reversible PTO Class 4 front axle 460/85R42 rear tires 380/85R30 front tires HD 98" bar axle Fender mounted PTO and remote controls 6X65 lbs rear weights. RTK guidance compatible with Case IH FM 750 Quick hitch 200 gallon front mounted spray tank with hydraulic pump, controls and ball valves for 3 section boom operation. Setup and delivered. Equipment to be traded in, with values is listed below with pictures included: 2006 John Deere 6420 with spray tank and pump - 854 HOURS 1991 Case IH 5140. With spray tank - 1589 HOURS 1989 Massey Ferguson 253 - 1255 hours Interested parties are encouraged to view the used equipment before submitting an offer. Location is USDA ARS, 2611 West Lucas St., Florence, SC 29501, and the Government anticipates award of a Firm Fixed Price contract. Delivery will be within 60 days of award, quoted price should include delivery costs, units, offered for trade must be removed by successful offeror within 5 days of delivery of new unit. Each offer must show a breakdown giving price of the new tractor, provide descriptive literature or information showing that the offered tractor meets all specifications, and provide a breakdown by tractor of the trade in allowance for each item traded in. Vendors responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following: (1) Technical Specifications and (2) Price (to include shipping). Electronic submissions are preferred. Please email all quotes to brenda.nixon@ars.usda.gov. NO LATE QUOTES WILL BE ACCEPTED. The basis for award is Lowest Price Technically Acceptable. "LPTA" means the expected outcome of the acquisition that result from selection of the technically acceptable proposal with the lowest evaluated price. Pursuant to FAR 52.212-2, the criteria for evaluation are: (1) Technical Specifications, (2) Price (to include shipping), and must also have satisfactory Past Performance.
