Description
This is a Pre-Solicitation Notice for services prepared in accordance with FAR Part 13, as supplemented with additional information included in this notice. The Department of Veterans Affairs, Program Contracting Activity Central (PCAC) requires a contract for services for installation of furniture equipment. Background. Walla Walla VAMC (WWVAMC) is activating the new Specialty Care Clinic building 145 and requires all furniture, computer mounts and monitor mounts to be inventoried, moved and installed in the building. All furniture, computer mounts and computer monitor mounts are currently stored in multiple buildings throughout the WWVAMC Campus. All items will need to be inventoried and then transported to the new building (Building 145) and installed. Installation will be done according to attached PDF drawings which specify exact locations for all furniture items, desks, tables and chairs. This contract is required to complete these functions. Drawings provide exact part numbers of each furniture item and exact room number to be installed and what orientation. All items are noted by part numbers. Scope. Contractor will be responsible for moving all furniture from the WWVAMC Warehouse Storage areas to each room that all furniture, desks, chairs, computer mounts and dual monitor mounts will be installed. Contractor will reference attached furniture list and reference against provided PDF s noting exact location of installation of each item. The installation of the furniture, computer mounts and computer monitor mounts is dependent on the completion of the new building. The building construction is anticipated to be completed in August, 2017. The start date of the installation is anticipated to be August 30, 2017. The Contractor may be required to adjust the anticipated start date if there is a delay in completion of the new building at no additional cost to the Government. Installation of all items will be based on initial drawing package provided by original designer. Part numbers for each items are noted on the PDFs in each room. Minor installation locations changes may occur due to construction modifications since the initial design. Installation for all items will be in accordance with manufacture recommendations and instructions. All items will be tested to ensure appropriate function. All items will be cleaned after installation. Cleaning will be done per manufactured recommended cleaning instructions. All cardboard and trash will be removed by the contractor and disposed of off property. Contractor will not utilize VA dumpsters for any items. Specific Tasks. Contractor must have extensive background, knowledge and experience in furniture, computer mounts and dual computer mounts assembly, installation and testing. Task 1 Contractor will Inventory and Transport/Move all furniture and items noted in attached spreadsheet from WWVAMC warehouse storage areas to building 145, specialty care clinic. This includes moving items from building 69 Room B 116, building 80, building 81 and building 66, laundry building. Items will be placed in rooms in building 145 according to provided PDF's. Inventory-furniture List will be provided in attached excel documents. Map will be provided showing exact locations of buildings. Task 2 Contractor will Inventory and transport quantity 68 Dual Computer Monitor Mounts (Chief) and 68 Under Desk Computer/UPS Mounts from Bldg 69 Room B116 to Bldg 145 Specialty Care Clinic and place in each applicable room for installation. Task 3 - Inventory will need to be organized prior to installation. Items are not in order in storage areas. Task 4 - Maxon Furniture will be transported/assembled/installed and tested to ensure fully functional and operational. Some minor modifications to location of install may need to occur as construction requires - see equipment list and pdfs. Assembly and installation will be to manufacturers instructions/recommendations. All items will be cleaned after installation/testing. Cleaning will be done per manufacturers recommended cleaning instructions. See attached list of all Maxon Furniture. Task 5 - NEMSCHOFF Furniture will be transported/assembled/installed and tested to ensure fully functional and operational. Some minor modifications to location of install may need to occur as construction requires - see equipment list and pdfs. Assembly and installation will be to manufacturers instructions/recommendations. Cleaning will be done per manufacturers recommended cleaning instructions. See attached list for all Nemschoff furniture. Task 6 - HON Furniture will be transported/assembled/installed and tested to ensure fully functional and operational. Some minor modifications to location of install may need to occur as construction requires - see equipment list and pdfs. Assembly and installation will be to manufacturers instructions/recommendations. Cleaning will be done per manufacturers recommended cleaning instructions. See attached list for all HON furniture. Task 7 - Computer Mounts-Under Desk- transported/assembled/installed and tested to ensure fully functional and operational. Locations of installation under desk will be determined by the VA once desks are assembled and installed. Location of the mount under the desk will change based upon distances desks are from nearest data ports and power outlets. Assembly and installation will be to manufacturers instructions/recommendations. Mounts will be wiped down/cleaned after installation following manufacturers recommended cleaning guidelines Task 8 - Dual Computer Monitor Mounts Transport/Assemble/Install/Test - some minor modifications to location of install may need to occur as construction requires - see equipment list and plans. Installation will require appropriate hole be drilled into desktop for correct placement and installation of monitor mounts. Location for all mounts will be provided and must be approved by the VA. If this type of mounting does not work for the desk/layout then the monitor mount will be installed on the lip of the desk. Assembly and Installations will be done according to manufactured recommended installation guidelines. Mounts will be wiped down/cleaned after installation following manufacturers recommended cleaning guidelines. Task 9 - Upon completion of all work, a complete walk through will be done with VA representative to confirm all actions have been completed and accepted. Performance Monitoring COR will receive a weekly update on the status of the installations. COR will complete walk through with contractor upon completion of installations to confirm all requirements were met. Security Requirements Contractor staff shall obtain contractor badge and wear at all times while on site. Must provide valid driver s license to obtain badge. Badges are obtained from VA Police in Bldg 78 basement. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). Government will furnish all furniture, computer mounts and monitor mounts. See attached list for all items. Other Pertinent Information or Special Considerations. Special Considerations: Contractor must have extensive background, knowledge and experience in assembly/installation of furniture, computer mounts and dual computer mounts assembly, installation and testing. a. Identification of Possible Follow-on Work. N/A. b. Identification of Potential Conflicts of Interest (COI). N/A. c. Inspection and Acceptance Criteria. The COR will be responsible for certifying that the work done under the contract is performed to time and standard and is responsible for inspection and acceptance of all work. Risk Control None Place of Performance Inventory, relocation, assembly, testing and cleaning of all items will be done at the Walla Walla VA Medical Center in Walla Walla, Washington. Period of Performance Contract start date will be approximately August 30, 2017 and to be completed in four weeks. Delivery Schedule. None. Administrative The solicitation will be issued as a Request for Quote (RFQ) conducted in accordance with FAR 13. The solicitation will be advertised as a total Service-Disabled-Veteran-Owned Small Business set-aside. The applicable NAICS code is 337127 with a size standard of 500 Employees. Quotes shall be received on or before the date and time specified in the solicitation. Offerors shall submit their quotes electronically via email to Jacquelyn.wise@va.gov and Robert.blasko@va.gov. Only electronically submitted quotes will be accepted. he VA reserves the right to use only Federal Business Opportunities (FBO), via the internet, to provide notification of any amendments to this notice and the subsequent issuance of the solicitation.
