- This is a source sought announcement only. This is not a solicitation announcement. The purpose of this announcement is to gain knowledge of current market conditions relative to NAICS 333414. The Department of Veterans Affairs (DVA), Network Contracting Office 23 (NCO 23), on behalf of Omaha VA Health Care System, Omaha, NE. is seeking to identify any vendor capable of to provide Tube Bundle Replacement. Background: Prior to issuing a solicitation, and pursuant to the Veterans First Contracting Program, the VA is trying to ascertain if there are any qualified Service Disabled Veteran Owned Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) with the capability of providing the below services: (Respondents are not limited to SDVOSB/VOSB concerns; the Government seeks to identify all potentially interested sources): Description/Specifications/Work Statement General: Description THE condensate return is being contaminated with hard water. By replacing the two tube bundles this will eliminate the contamination. This is a brief description how the system works, we use steam to heat water that is used in our heating units (HVAC) to heat the buildings. The tube bundles are the items that use steam to heat the water. When the steam disburses the heat in the tubes it turns back into water(condensate). Condensate is pumped back to the boiler house to be turned back into steam. The condensate is treated with chemicals to prevent corrosion in the system. When the condensate returns to the boiler house it is tested before it enters the boilers. The condensate returning from the tube bundles is hard. What that means is the condensate has lost its ability to prevent corrosion. The way this happens is the tubes have a hole in them allowing untreated water (Hard Water) into the condensate return (treated water). The boiler plant must add chemicals. This adds additional cost to the treatment of the condensate and causes problems with the valves and equipment. Specific Scope of Work Work will be done by the Engineering Department at Grand Island Remove existing tubes bundles Install new tube bundles Slowly bring the tube bundles up to operating temperature Check for leaks Remove all debris from VA property All products should be ordered to arrive on or about 30 September, 2017. Any Vendor willing to offer this specific product is welcome. Responses to these sources sought must include the following information. 1. General Information of your company name, address, contact person name, phone number, fax number, e-mail address(s) and DUNS number and company website if available. 2. Socio-economic status of business (i.e. SDVOSB/VOSB) Responses to this market survey shall be e-mailed to the attention of Steven Yale, at fax number (612) 333-3792 or steven.yale@va.gov.
