Description

This is not a Presolicitation or Solicitation announcement. This is a sources sought notice only. The purpose of this sources sought notice is to gain market knowledge of potential small business sources and their size classifications; HUBZone, 8(a), Small Disadvantage Business, Woman Owned Business, Veteran Owned Business, Service Disabled Veteran Owned Business relative to NAICS Code 517311, Wired Telecommunications Carriers, with a small business size standard not to exceed $1,500 employees. Responses to this sources sought notice will be used by the Government to make appropriate determinations about potential sources only. No solicitation is currently available at this time. After review of the responses to this sources sought announcement a synopsis and/or solicitation announcement may be published at a later time. Responses to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS), a capability statement and must respond to the following questions: 1) Are you a certified Service-Disabled Veteran Owned or Veteran Owned business under NAICS code 517311? 2) Is your business a small business under NAICS code 517311? 2) Does your firm qualify as a certified firm under Section 8(a) of the Small Business Act? 4) Are you a certified HUBZone firm? 5) Are you a woman-owned or operated business? Please provide a capability statement addressing your organizations ability to perform as a prime contractor to provide cable television service for the VA Boston Healthcare System. There are currently approximately 110 service locations at the Jamaica Plain, MA Division, 249 locations at the West Roxbury, MA Division and 257 locations at the Brockton, MA Division. Attached are the cable television channels currently being provided. The contractor shall provide equal programming. The Contractor shall provide infrastructure to the facilities and at the facility to deliver the signal to points where the VA owned ward/wing distribution system exists. All work will be in accordance with the latest Federal Communication Commission, FCC, guidelines for cable system. The contractor will maintain the existing infrastructure already installed at the Brockton, JP and West Roxbury facilities. Any new infrastructure and the maintenance shall be at no additional cost to government and shall remain the property of the vendor. The period of performance is anticipated to be one base year with four optional periods of performance. ****If you require the Government to sign a service agreement prior to starting service, please submit the draft service agreement with your capability statement. Please provide responses to this notice to: tammy.davis6@va.gov no later than Thursday, August 6, 2017.Telephone responses will not be accepted. This is not request for proposal and in no way obligates the Government to award any contract. No solicitation is currently available at this time. Responses to this sources sought announcement will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation.
