Description
Notice of Intent to Award Sole Source PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Bureau of Reclamation intends to negotiate and award on a sole source basis a contract to Seal Analytical Inc., 6501 West Donges Bay Road, Mequon, WI 53092. The Government intends to negotiate with only one source under the authority of FAR 6.302-1, ¿Only one responsible source and no other supplies or services will satisfy agency requirements. ¿ This notice will be distributed solely through the Federal Business Opportunities (FBO) Website (www.fbo.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing; the size standard is 1,000 employees. The Bureau of Reclamation intends to negotiate a sole source contract with Seal Analytical Inc., to purchase a new segmented flow automatic analyzer. The PN region water quality laboratory currently has four Seal segmented flow automatic analyzers. Outlined are the details of the benefits of having one type of instrument in the laboratory. Parts are interchangeable for these instruments, which enable the lab to use parts from one instrument to another to finish an analysis within a required timeframe. This is would be necessary in order to complete a run within a holding time. Familiarity with the current instruments and software by the chemists helps to ensure the reliability of the data as the chemists are able to quickly identify when data is valid or if it is erroneous. Utilization of a single model of instrument and software reduces time spent troubleshooting which reduces any negative impacts to the Bureau of Reclamation and its stakeholders if data was to be invalidated due to issues not being identified and resolved in a proper amount of time. This knowledge alongside with the continuity of performing analysis on the same instrument that has continually been in use will preserve the quality of our historical data. Market research indicates that other manufacturers segmented flow automatic analyzers do not operate at the level of reliability nor possess the ability to process the large volumes of samples that is required by the Bureau of Reclamation Water Quality Laboratory. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES, BIDS or PROPOSALS, and a solicitation will not be issued. Responsible sources may identify their interests and or provide a capability statement as a response to this notice. All respondents shall be registered in the System for Award Management (SAM), have a valid DUNS number, Cage Code, and Tax Identification Number. Interested persons may identify their interest and capability to respond to the requirement prior to and no later than August 14, 2017 at 1500 MT. The Government will not accept telephone inquiries. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
