Description
THIS IS REQUEST FOR INFORMATION (RFI) NOTICE ONLY for market research purposes to identify interested vendors for the potential requirement detailed below. A formal solicitation and performance work statement are not available. Additionally, in accordance with FAR 19.5, Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement, should it come to fruition. The US Geological Survey (USGS), National Water Quality Laboratory (NWQL) has a potential need for the following: The services to be acquired under this action will be to upgrade reports that are run from within the current highly customized Laboratory Information Management System (LIMS) used by the USGS National Water Quality Laboratory (NWQL) in Lakewood, Colorado. This acquisition will upgrade existing custom reports so that they will be compatible with the customized and upgraded version of StarLIMS that the NWQL is currently developing and implementing. Since the implementation of the highly customized StarLIMS system in 2001, NWQL personnel have designed and created more than 300 reports using Crystal Reports. Many of these reports will require migration and additional customizations to work effectively with the customized version of the upgraded StarLIMS at the NWQL. In addition to migration and customizations, many of the reports that run against the LIMS system need to be updated from the older unsupported versions of Crystal Reports that were used when they were originally created. The programming services to be acquired will update up to 80 reports that have been deemed critical for successful implementation of the LIMS system upgrade. The North American Industry Classification System (NAICS) code is 541511, Custom Computer Programming Services and the size standard is $ $27.50 M. There is no incumbent contractor. All business concerns who believe they can responsibly perform this requirement should submit the following information no later than 3PM MST Wednesday, August 2, 2017: 1. Capability statement describing corporate expertise and technical qualifications in the work described above. 2. Past performance information describing other contracts for similar services your company has been awarded. Past performance information should be submitted for projects conducted within the last three years and include: project title, location, whether the work was as a prime or subcontractor, contract/subcontract dollar value, type of contract, percentage of self-performed work, and overall performance rating received. 3. Small business status of vendor (8(a), HUBZone, SDVOSB, etc.) 4. Point of contact information for vendor and D&B Number. 5. Any other information that will prove the vendor is capable of performing the required effort. Submissions should be emailed to the attention of Maeghann L. Dale, Contracting Specialist, at mldale@usgs.gov. Responses should be limited to 10 pages (single-sided), via PDF. NOTE: All information submitted in response to this announcement is voluntary - the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned. Respondents will not be notified of the results of the evaluation. This is not a request for proposals. The Government does not intend to award a contract based on responses received under this announcement. All information contained in the RFI is preliminary as well as subject to modification and is in no way binding on the Government. FAR clause 52.215-3, ¿Request for Information or Solicitation for Planning Purposes ¿, is incorporated by reference in this RFI. Responders to this invitation are solely responsible for all expenses associated with responding to this RFI. This RFI will be the basis for collecting information on capabilities available. This RFI is issued solely for information and planning purposes. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received in this RFI that is marked ¿Proprietary ¿ will be handled accordingly. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.
