- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The Solicitation number, N00189-17-Q-Z384. The proposed contract action is for commercial services. The NAICS code is 541512and the Small Business Standard is $27.5. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-94 and DFARS Change Notice 20161222. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAVSUP FLC Norfolk Philadelphia Office intends to solicit Rich.E.Schmidt and Associates, 1810 35th St. Washington, DC 20007-2210 on a sole source basis. The proposed acquisition is to procure support services for Network Time Protocol (NTP) servers, and HPUX and legacy systems at the United States Naval Observatory (USNO). This action will result in a firm fixed-price (FFP) purchase order. The awarded contract for the above requirement is for commercial supplies for which the Government solicited and negotiated with only one source under the authority for FAR Part 13. Interested persons may identify their interest and capability to respond to future similar requirements, however, this notice is not intended to be a request for competitive proposals from any source.
